Hazardous Materials Assessment Inspection & Testing

The Sacramento Housing and Redevelopment Agency (SHRA), in addition to and on behalf of the Housing Authority of the City of Sacramento and the Housing Authority of the County of Sacramento, is soliciting the services of an Environmental Consulting firm (Consultant) to provide asbestos, lead, and mold (industrial hygiene) inspections and assessments for SHRA owned properties located within the City and County of Sacramento.

The Request for Proposals may be obtained from the Agency website @ www.shra.org under the Doing Business With SHRA tab and the name of this solicitation; or upon request by emailing Procurement Services at ps@shra.org and reference RFP #1941-DS.

A Pre-Proposal meeting will be held at 10:00 A.M. PST, Friday, August 16, 2019 at the SHRA Commission Room – 2 nd Floor, 801 12 th Street, Sacramento, CA 95814. The Pre-Proposal meeting is not mandatory; however, firms interested in submitting proposals are encouraged to attend.

All proposals must be received no later than 11:00 A.M. PST on Wednesday, September 4, 2019 at SHRA Procurement Services – 2 nd Floor, 801 12 th Street, Sacramento, CA 95814.

The Project and Scope of Work
Introduction
The Sacramento Housing and Redevelopment Agency (SHRA), in addition to and on behalf of
the Housing Authority of the City of Sacramento and the Housing Authority of the County of
Sacramento, is soliciting the services of an Environmental Consulting firm (Consultant) to
provide asbestos, lead, and mold (industrial hygiene) inspections and assessments for SHRA
owned properties located within the City and County of Sacramento. SHRA currently owns and
maintains approximately 3,000 multi-family and single-family residential units. Other types of
structures may include associated commercial buildings, office spaces, etc.
The objective is to provide safe and affordable housing for SHRA residents, and a safe working
environment for SHRA employees and contractors working on SHRA owned properties.
Scope of Services
Some of the housing units will require the removal and/or control measures of asbestos, lead,
and/or mold containing materials prior to work conducted by SHRA employees or contractors.
The consultant shall be responsible for assessing the presences of asbestos, lead and/or mold
in various structures, identifying potential hazards, providing abatement specifications, providing
asbestos and/or lead monitoring for specific abatement projects, and providing asbestos, lead
and/or mold final clearances in compliance with all Federal, State and Local Regulations and
Guidelines.
Work involving the above mentioned duties must be performed by qualified personnel as
described below. The contractors performing the abatement work will be responsible for
understanding and properly applying the recommendations of the Consultant’s abatement
specifications, and ensuring proper worker protection is being utilized on the work site. The
Consultant must be reasonably available, provide timely services, review contractor abatement
plans and provide close-out documentation.

Tasks
All work assignments shall be initiated by an electronically transmitted Work Order Request,
Attachment A, by SHRA’s representative.
1. Inspections/assessments/surveys:
a. Inspections/assessments/surveys for asbestos hazards shall be performed by
persons who are current EPA Certified Asbestos Building Inspectors, EPA
Certified Asbestos Building Inspector/Management Planners, State Certified
Asbestos Site Surveillance Technicians or State Certified Asbestos Consultants
(as appropriate for the task being performed).
b. Inspections/assessments/surveys for lead-based paint hazards shall be
performed by persons who are current State of California DHS Certified
Inspector/Assessors.
c. Unit inspections/assessments/surveys shall include all of the following:
A visual inspection of the unit or applicable portions of the unit for suspect
hazardous materials.
Sampling and laboratory analysis of any suspect materials to determine
whether or not they contain asbestos.
XRF and/or physical sampling and laboratory analysis of any suspect
materials found with presence of lead-based paint in accordance with
HUD Guidelines for the Evaluation and Control of Lead-Based Paint
Hazards in Housing – Chapter 7 – Lead-Based Paint Inspection.
2. Inspection/assessment/survey reports:
Asbestos, lead and/or mold inspection/assessment/survey reports shall be prepared by
the Consultant and provided to the SHRA project manager electronically in PDF form.
The report shall include:
A detailed description of all areas of the unit sampled;
A diagram/footprint of all areas of the unit sampled;
Laboratory analysis results of all areas of the unit sampled;
Date of inspection/assessment/survey;
Name, signature and certification number of the inspector.
Lead reports shall include a completed copy of the mandatory DHS-8552 Lead
Hazard Evaluation Report.

3. Technical specifications:
Technical specifications shall be required for the specified work as they apply to the
specific project. These specifications shall be made a part of the Consultant’s final
reports, which shall be included in the solicitation of bids for abatement/construction
work.
4. Monitoring of asbestos, lead and/or mold abatement and/or control measures:
On-site monitoring of abatement and/or control measure work shall be performed on an
as-needed basis.
The Consultant shall be responsible for coordinating with SHRA’s designated
abatement contractor in developing the monitoring schedule.
The Consultant shall submit documentation for monitoring (field reports) to the
project manager.
5. Final clearances:
Final clearances for asbestos, lead and/or mold abatement and/or control measures
shall be required upon completion of the abatement.
The Consultant shall be responsible for coordinating with the SHRA designated
abatement contractor to schedule for clearances.
Final clearance documentation shall be submitted to the SHRA representative
electronically. This documentation shall include a complete laboratory analysis
report submitted by the laboratory.

For your reference, complete Agency Insurance Requirements are provided in Attachment B.
M/WBE and Section 3 Requirements
The Agency highly encourages participation by local qualified firms and organizations in all
aspects of contracting. The Agency actively encourages participation of Small Business
Enterprises (SBE), Minority and Women Owned Business Enterprises (M/WBE), and Section 3
businesses in all aspects of contracting.
Section 3 of the Housing and Urban Development Act of 1968 (Section 3), as amended (12
U.S.C. 1701u), requires the Agency to ensure that employment and other economic and
business opportunities are directed to public housing residents and other low-income persons,
to the greatest extent feasible; particularly recipients of government housing assistance, and
business concerns that provide economic opportunities to low- and very low-income persons
(Section 3 Residents).
