Sealed bids for a Single-Prime Construction Contract will be received by Duncklee & Dunham,
P.C. on behalf of the City of Raleigh until 3:00 PM, Wednesday, August 12, 2020, at 511 Keisler
Drive, Suite 102, Cary, North Carolina, for activities associated with the abatement of hazardous
materials at the above-referenced location. Bids will be opened at 110 South McDowell Street,
Raleigh, North Carolina at 10:00 AM, Thursday, August 13, 2020.
Bidders are responsible for ensuring delivery of bids before the deadline. Electronic bids
are permissible and must be received at doug@dunckleedunham.com prior to 3:00 PM,
Wednesday, August 12, 2020. Mailed bids should be addressed to:

NOTICE TO BIDDERS
REQUEST FOR INFORMAL BIDS
HAZARDOUS MATERIALS ABATEMENT
110 SOUTH MCDOWELL STREET
CITY OF RALEIGH
RALEIGH, NORTH CAROLINA
Sealed bids will be received on behalf of the City of Raleigh by Duncklee & Dunham, PC until
3:00 PM on Wednesday, August 12, 2020, at 511 Keisler Drive, Suite 102, Cary, North Carolina.
Project Scope of Work
Background
The subject site is a vacant four-story building that formerly served as the headquarters for the City
of Raleigh (the City) Police Department. The building comprises 57,120 square feet with a
basement and was constructed in 1962.
Responsibilities of the Contractor
The Contractor shall be responsible for but not be limited to the following:
Abate all asbestos-containing materials as detailed in the attached Report of Hazardous
Materials Survey in accordance with the attached Asbestos Abatement Design.
Abate potential asbestos-containing materials that may be located within the fuel pump
system at the site. These materials will be tested at a later date to confirm the presence or
absence of asbestos.
Remove all hazardous materials as detailed in the attached Report of Hazardous Materials
Survey.
The removal of all asbestos and other hazardous materials will be conducted by
appropriately accredited personnel.
Asbestos and hazardous waste shall be disposed of in accordance with all applicable local,
state and fed regulation.
Contractor shall provide all post-job submittals for the disposal of all hazardous materials in
accordance with the Asbestos Abatement Design.
Secure all the required local and state permits and provide a copy of the permit(s) to the City
or the City’s representative prior to beginning the work scope. Provide copies of Asbestos
Permit Application and Notification for Demolition/Renovation (DEHNR 3768), which
provide written notice to all required agencies, including North Carolina HHCU. Provide
notification letters to local EMS, fire and police departments (as required).
Establish exclusion zones in consultation with the City’s representatives.

Provide first aid kit, and eye wash station within the support zone.
Install secure barriers for the building during abatement.
Install temporary hard barriers in the 1st floor following removal of any windows and doors
as specified in the asbestos abatement design for this project.
The contractor shall complete all work with thirty (45) consecutive calendar days from date
of Notice to Proceed.
Bidder agrees to perform all the work included in the Contract as indicated in the Contract
Documents for the Former Police Headquarters Building Hazardous Materials Abatement. In
addition to the items identified in the Contract,
