Development of the Terrebonne Parish
Hazard Mitigation Plan Update
and associated research and data entry
This Request for Proposals seeks a competent professional firm to provide a broad suite of services in the
performance of the deliverable.
Terrebonne Parish has applied for Federal Emergency Management Agency (FEMA) Predisaster Mitigation
(PDM) program grant to update the Parish’s Hazard Mitigation Plan (HMP). This will be the fourth iteration
of that plan which must be complete and adopted by GOHSEP and FEMA by the current plan expiration
date of March 25, 2020. The Parish is interested in procuring the services of a professional consulting firm to
assist the parish in updating the current HMP.
In order to prepare a plan with a risk assessment that is more accurate and a format that is more reader
friendly, the maps and body of the plan are anticipated to be revised. The request for funding includes the
research and input of a real time dataset for input into HAZUS to enhance the more generic data currently in
the plan. These models will be used by the successful firm to develop the risk maps for discussion and
inclusion in the plan.
To ensure affordable insurance rates, the successful firm will also follow the 510: Floodplain Management
Planning requirements to enhance in every way practical the points earned by the Parish for the planning
process itself and the content of the plan.
This Request for Proposals (RFP) is issued by the Terrebonne Parish Consolidated Government (TPCG)
(hereinafter referred to as the Parish) for the purpose of entering into a contract with a program
administrator/management and planning contractor that will provide qualified personnel familiar with FEMA
Predisaster Mitigation Assistance programs as described in the RFP. The technical assistance provided by
Contractor personnel will assist the Parish in producing a mandatory Hazard Mitigation Plan update through
council, GOHSEP and FEMA approval in a timely and effective manner.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the
Federal Emergency Management Agency (FEMA) and the Terrebonne Parish Consolidated Government. All
responses received will be evaluated in accordance with the selection criteria and corresponding point system,
which is identified in the request for statements of qualifications and cost proposals package. That package
also identifies the scope of services to be performed by the selected firm. The Parish will award the
contract/s to the firm/s obtaining the highest score in the evaluation process.
