The United States Air Force's 633rd Contracting Squadron, part of the Air Combat Command, is planning to issue a purchase order to Hydraulic International Inc for the procurement of Hatz Diesel Engine. This acquisition will be negotiated as a non-competitive contract in accordance with FAR 6.302-1, which allows procurement from a single source when no other supplies or services can meet agency needs. The 633rd Contracting Squadron, located at 14 Burrell St, Building 67, Langley AFB, VA 23665, will award this sole-source contract to support the Aerospace Ground Equipment Flight of the 1st Maintenance Squadron.
The procurement of the Hatz diesel engine is essential due to its obsolescence as a National Stock Number (NSN), with no direct replacement available. Our search for an alternate part number or NSN 4920-01-614-3132 yielded only one viable option: Hydraulic International Inc. This company specializes in providing tailored solutions that align with the specific operational requirements of military applications, a crucial factor that is often difficult to find among multiple suppliers.
This announcement serves as a combined synopsis/solicitation for commercial items, prepared following the Federal Acquisition Regulation (FAR) Part 13 and utilizing Simplified Acquisition Procedures. Please note that this is the sole solicitation; therefore, no additional written solicitation will be issued. This synopsis complies with FAR Part 5.203(a)(2) and follows the combined synopsis and solicitation procedure outlined in FAR 12.603.
The relevant North American Industry Classification System (NAICS) Code for this requirement is 333618, with a Small Business Size Standard of 1,500 employees. More detailed information about this requirement can be found in the attached Statement of Requirement.
This notice of intent does not serve as a request for competitive quotes; however, interested parties that believe they have the capability to meet this requirement are encouraged to submit a capability statement to Erika Allen at erika.allen.2@us.af.mil by 5:00 PM Eastern Time on February 25, 2025. The award will be made through a method other than full and open competition, as only one responsible source can fulfill the agency's requirements.
Although this is a NOTICE OF INTENT, no solicitation is currently available for this requirement. If a firm believes the Air Force should not proceed with this purchase order, they are invited to submit a capability statement within 5 days of the posting date for agency consideration. The written response must include a general overview of the services mentioned in this announcement, along with past performance information related to a similar product.
Please submit your responses promptly, as late submissions will not be considered. It is crucial that your response provides clear and convincing evidence demonstrating that competitive procurement would be beneficial for the Air Force. The Government's decision to not pursue competitive contracting based on the responses received will be at its sole discretion. Any information submitted will primarily be evaluated to determine whether to engage in a competitive procurement process in the future.
