Harpoon Coastal Defense System (HCDS) Taiwan Navy Harpoon Tactical Training Program (HTTP) Update

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) contract to Vectrus Systems Corporation, against the Basic Ordering Agreement (BOA), N00019-24-G-0012. The purpose of the delivery order is to develop, document, test, and deliver a HCDS Harpoon Tactical Training Program (HTTP) consisting of a Harpoon Interactive Tactical Training System (HITTS), a Harpoon Weapon System Tactical Employment Manual (HAWSTEM) National Appendix (HNA), and a Harpoon Tactical Employment Training Course (HTTC) to the Taiwan Navy (TN).

This delivery order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.

Vectrus Systems Corporation is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer (HET), HITTS, HTTP, Harpoon Land Based Training System (HLBTS), Harpoon Employment Training Aid (HETA), the Standoff Land Attack Missile-Expanded Response (SLAM-ER) Proficiency System, and other Harpoon and SLAM-ER related training products. Vectrus Systems Corporation developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Vectrus Systems Corporation is the only known, qualified, responsible source that can fulfill the requirements herein.
