1.0 PURPOSE
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia
(County) to obtain pricing from qualified firms for the fabrication and installation of the
Hanson Park Nature Center’s Exhibits. The County intends to award one (1) contract
to a single vendor.
2.0 COMPETITION INTENDED
It is the County's intent that this RFP permits competition. It shall be the Offeror's
responsibility to advise the Purchasing Agent in writing if any language, requirement,
specification, etc., or any combination thereof, inadvertently restricts or limits the
requirements stated in this RFP to a single source. Such notification must be received
by the Purchasing Agent not later than fifteen (15) days prior to the acceptance date
for proposals.
3.0 BACKGROUND INFORMATION
3.1 Hal and Berni Hanson Regional Park
Hal and Berni Hanson Regional Park (Park) opened in September 2022.
The Park includes sports fields, picnic pavilions, a skate park, forested trails,
and fishing ponds. At the heart of the Park is a large Nature Center which
is ideally located adjacent to the forested trails, fields, outdoor classroom,
and the largest pond in the Park.
The Hanson Park Nature Center opened in November 2022 and provides a
space for environmental education through exhibits, activities, and
structured programs. The Nature Center is intended to inspire lasting
empathy toward nature through education that encourages curiosity,
exploration, and action.
The Hanson Park Nature Center’s exhibit space consists of two (2) rooms,
divided by large glass accordion doors, which are equipped to contain
diverse exhibits and activity spaces. The exhibits will occupy the larger
exhibit space and will complement both the building design as well as the
unique needs of the Nature Center’s operations. Services for the exhibit
design were previously solicited via a separate County process. The
exhibits were originally designed by Ion Design as shown in the additional
and separate attachments to this RFP, see Attachment 1 – Exhibit Design
Package; Attachment 2 – Hal Berni Graphics Layout Package; Attachment
3 – Display Objects; Attachment 4 – Electronic Media; and
Attachment 5 – Interactive Elements Descriptions. The installed exhibits
should be durable and structurally secure for daily use by patrons as young
as two (2) years old. The design of the Nature Center facility also includes
restrooms, offices, and a covered porch that encircles the entire building.
The Department of Parks, Recreation, and Community Services (PRCS)
staff are intent on introducing exhibits designed to cultivate an

understanding of local environments and the impacts that humans can have
on the world around them.
3.2 Budget and Schedule
The current budget for the fabrication and installation of the exhibits is
$300,000. PRCS staff may consider bids exceeding this budget when
reasonable justification is provided.
Additional funding over and above the amount currently budgeted for exhibit
design may become available between now and the completion of the
project. During the exhibit fabrication process, the Fabricator is invited to
make suggestions for additional or alternate exhibit materials and/or layouts
that would enhance the visitor experience, but that cannot be
accommodated within the scope of the current budget.
A firm is anticipated to be selected prior to April 1, 2026 with preliminary
development meetings being scheduled for early May 2026. Due to the
desire to keep the Nature Center open to the public throughout the project,
the installation could be implemented in a phased approach as outlined in
Section 5.1 of this RFP.
4.0 OFFEROR’S MINIMUM QUALIFICATIONS
Offerors must demonstrate that they have the resources and capability to provide
the materials and services as described herein. All Offerors shall submit
documentation with their proposal indicating compliance with the minimum
qualifications. Failure to include any of the required documentation may be cause
for proposal to be deemed non-responsible and/or outright rejected.
The following criteria shall be met in order to be eligible for this Contract:
4.1 The Offeror shall provide a sample, in PDF format or a link to an online
portfolio, demonstrating successful experience in the fabrication of at least
one (1) exhibit with a similar look and feel to the County’s current design
(i.e., children's space, nature themed, bright and simplistic style).
4.2 The Offeror shall provide a sample, in PDF format or a link to an online
portfolio, demonstrating successful experience in the installation of at least
two (2) exhibits within a footprint of less than two thousand (2,000) square
ft.
4.3 The Offeror shall provide a sample, in PDF format or a link to an online
portfolio, demonstrating successful experience in the installation of at least
two (2) exhibits with a predominantly mechanical style interactive.
5.0 SCOPE OF SERVICES
All proposals must be made on the basis of, and either meet or exceed, the
requirements contained herein.
The services to be provided by the Contractor shall include, but not be limited to, the
requirements contained herein.
