Description
Project Description: Sealed bids will be received through PennBid for the Hanover Street Traffic Signal Modernization project until 8:00 AM prevailing time on December 19, 2024.
The Work to be performed for the Hanover Street Traffic Signal Modernization Project consists of all labor, material, equipment, and appurtenances for the installation / upgrade of traffic signal equipment at the intersections of Hanover Street (SR 2003) / Main Street (SR 2018) and Hanover Street (SR 2003) / Second Street Underpass in Hummelstown Borough, Dauphin County. The traffic signal modernization upgrade includes but is not limited to the following: traffic signal controller upgrade and add emergency generator adaptor kit at each intersection.
Specifications, plans and bid documents may be obtained on the PennBid website (www.pennbid.net). All bids must be submitted on PennBid at the sole responsibility of the bidder. Questions regarding the specifications shall be submitted on PennBid. Questions submitted after 5:00 PM on December 12, 2024 will not be answered.
Each Bidder must deposit with the bid, Security in the amount of ten percent (10%) of the total amount of the Bid, in the form, and subject to the conditions provided in the Instructions to Bidders.
Bidders are advised that prevailing minimum wage rates, promulgated under the Pennsylvania Prevailing Wage Act approved August 16, 1961 (Act No.442 P.L.) as amended, will be paid to workers employed on this project. These wage rates are incorporated in the Contract Documents. Bidders must be PennDOT prequalified as specified in section 102.01 and 102.06, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications.
This project is State Funded with a minimum 20% local match and as such there is no Disadvantaged Business Enterprise (DBE) goal required for this project.
Hummelstown Borough, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively insure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
The time for completion of the work of this contract is on or before May 15, 2025. Liquidated Damages will be charged as specified in PennDOT Publication 408, Section 108.7.
The Owner hereby reserves the right to reject any and/or all bids submitted. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the bids received.
All bids shall remain irrevocable for sixty (60) days after the actual date of the opening thereof unless delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case bids shall be irrevocable for one hundred twenty (120) days in compliance with Act 317 of 1978 approved November 26, 1978 as amended.
