Hankook Vertical Turning Centers (VTC)

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a request for proposal (RFP) to Panda Machine Tools Inc., in accordance with FAR 13.106-1(b)(2), for a Firm-Fixed Price contract to provide a Manufacturer Trained Certified Technician to perform on-site, preventative maintenance, repair, calibration, and remedial services, on two (2) Hankook Vertical Turning Centers (VTC). This requirement consists of one-year base period and four (4) one-year option periods.

A Sources Sought notice was posted to the Government Point of Entry (GPE), SAM.gov from 20 February 2025 to 28 February 2025, in which the Government received no capable sources indicating capability in performing the requirement by the posted due date. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $12.5 million. The Product Service Code is J049 - Maint/Repair/Rebuild of Equipment-Maintenance and Repair Shop Equipment.

• Quote is due no later than 20 June 2025 11:00 AM HST.


• Quote must be sent via email to both the primary and secondary points of contact (POC).


• Instruction to Offeror on page 32 must be completed upon sumbmission


• All questions regarding solicitation shall be submitted in writing via email to the listed POCs. Questions are due by 11 June 2025 11:00AM HST.

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2025-03, DFARS 01/17/2025, and NMCARS 18-25.

Notice to Offeror: Funds are not presently available for this. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.
