Handshake Talent Engagement Suite

The Minnesota Department of Transportation (DOT) intends to enter into an agreement with Stryder Corp. (DBA Handshake) for up to 24 months to gain access to the Handshake Talent Engagement Suite (TES).

Handshake partners with universities and employers to streamline and simplify career services and recruitment efforts. The agreement with TES is for full-function access to the online recruiting platform for higher education students, alumni, and employers. TES provides branding, sourcing, messaging, and relationship building with current college students and recent graduates to help companies find early talent to build their workforce. It provides analytics and optimization data to aid strategic recruiting efforts and illustrate the return on investment of company recruitment efforts. Handshake will allow DOT’s Career Pathways Program (CPP) to source candidates at specific schools who meet grade point average requirements, educational benchmarks, and other key demographics. Handshake is also unique in that they are directly linked to the college and university’s registrar systems, which means the profile information of students and alumni in the system is up to date and verified as accurate (i.e., graduate dates, degrees acquired, credits earned, GPAs, and demographic information).

DOT determined that TES is the only commercially reasonably available product that meets its business needs. This is deemed a single source purchase because TES is solely distributed and supported by Handshake and is not available from other third parties.
