Description



The purpose of this amendment 0005 is to revise quote submission requirements. The following requirements are revised in result of this amendment.



BASIS OF AWARD:



The Basis of Award is revised:



From:



The Government will evaluate quotes on a Lowest Price Technically Acceptable (LPTA) basis. In order to be determined technically acceptable, Offerors shall: 1. Provide proof of ASME R-Stamp awarded by The National Board of Boiler and Pressure Vessel Inspectors (NBBI) to show NBIC qualifications. 2. Complete and submit Pricing Tables as part of its quote submission. 3. Submit findings and detailed plan for the hypothetical repair. 4. The Government will consider past performance information within Supplier Performance Risk System (SPRS) whereby negative information may render a quote being deemed technically unacceptable.



To:



The Government intends to make a single award as a result of this solicitation. Award will be made to the responsible Offeror meeting all requirements of the solicitation and whose quote contains the combination of those factors offering the best overall value to the Government. The best overall value to the Government will be determined by comparing the difference in value of technical (non-cost) features of quotes with the difference in the cost to the Government.



The following indicates the factors that will be considered for award:

1. Pass/Fail:



The contractor shall submit proof of ASME R-Stamp awarded by The National Board of Boiler and Pressure Vessel Inspectors (NBBI) to show NBIC qualifications.



2. Technical Approach:



The contractors shall:




  1. Complete and submit Pricing Tables as part of its quote submission.

  2. Submit findings and detailed plan for the hypothetical repair.



3. Hypothetical Task Approach:



Contractors shall submit a hypothetical approach for the following hypothetical tasks:




  1. If the mating surface for the lid within the tank needed to be resurfaced to bring the tolerance back within specification, what would be the proposed plan to accomplish this?

  2. If the sealing ring attached to the lid needed to be repaired or remade, what would the proposed plan be to accomplish this?

  3. What would be the proposed plan to ensure that the sealing ring and mating surface are within tolerance to return the pressure vessel back to its original 4000 PSI maximum working pressure.



The page limit for submittal of the Hypothetical Task Approach for all 3 scenarios is 2 pages total.



Additionally, the Government will consider past performance information within Supplier Performance Risk System (SPRS) whereby negative information may render a quote being deemed technically unacceptable.



All other terms and conditions remain unchanged.







The purpose of amendment 0004 is to extend the required response date to 14 March 2025 at 2PM EST.



The purpose of amendment 0003 is to extend the required response date to 3 March 2025 at 2PM EST and to publicize a question and answer asked by industry



Question: Please clairify - 4.1.1 of the SOW seems to state that the quote for the repair cost to the lid would occur after the contract is awarded and possibly after sending the lid to us for evaluation. However, the pricing instruction document seems to say that a not-to-exceed price is due at time of quote.



Answer: The Government is requesting a worst case estimate as a not-to-exceed price for repair of the tank lid. This not-to-exceed price will be used to establish contract ceiling. Firm Fixed Pricing for the repairs will be requested after award and after evaluation has taken place.



The purpose of amendment 0002 is to add ASME code A-1 documents as attachments 26-27 and to extend the required response date to 7 February 2025 at 2 PM EST



The purpose of amendment 0001 is to add additional pictures of the tank lid as attachments 23-25, and to extend required response date to 31 January 2025 at 2:00 PM EST.





Services for the evaluation and repair of Hahn & Clay pressure tank 4000-60-144 as detailded in Solicitation N66660425Q0052 provided as an attachment to this notice.
