25368.2 Hagglund Tracked ATV Bv206 Repower Upgrade

A. Introduction

New York State Division of Homeland Security and Emergency Services (hereinafter “DHSES”), Office of Fire Prevention and Control (OFPC) is to expand its current fleet of vehicle for winter weather and flooding emergency response.

DHSES has a current procurement opportunity for a repowered and upgraded Hagglund All-Terrain Vehicle Bv206. DHSES hereby issues this Solicitation of Interest (SOI) to identify vendors that refurbish, customize and supplies the refurbished Hagglund All-Terrain Vehicle (ATV) Bv206.

B. For Informational Purposes Only

The purpose of this SOI is to gather information only. This is not an Invitation for Bids (IFB) nor a Request for Proposals (RFP). Respondents are specifically requested not to submit cost proposals. This SOI will not be used to evaluate, rank or select vendors, nor will it be used to pre-qualify vendors for a subsequent competitive bidding process, if any. No contract will be awarded based on this SOI or any of the responses received.

Responders to this SOI will not be precluded from responding to a future RFP, if any.

C. Confidentiality/Freedom of Information Law

NYS DHSES will not be liable for any costs incurred by any respondent pertaining to the preparation, demonstration nor submittal of any written responses in response to this SOI. Any content that is proprietary and/or confidential should be marked as such in the response. Failure to mark content as proprietary and/or confidential may result in its disclosure in the event a response is the subject of a Freedom of Information request under Public Officers Law Section 87.

D. Objective:

The objective of this Solicitation of Interest (SOI) is to identify vendors with experience in refurbishing and customizing and supplying refurbished Hagglund All-Terrain Vehicle (ATV).

F. Communication Regarding SOI

Any vendor who is interested in responding to this SOI must complete in a clear and concise manner and submit the Attachment 1 Letter of Interest to the listed email in the Contact Information tab. Vendor shall include SOI title in the Subject Line “ SOI 25368.2 Hagglund Tracked ATV Repower Upgrade” in the email submission. Submission must also include, when applicable, proof of product which includes detailed specifications.

Since this SOI is designed as a tool to collect information and shall not result in a procurement contract, it does not fall under the requirements of State Finance Law §§139-j and 139-k (the Procurement Lobbying Law) and there is no restricted period.
