the Department of Veterans Affairs, Veterans Integrated Service Network (VISN 22), is seeking contractors interested in providing a quote for: The Northern Arizona VA Healthcare System (NAVAHCS) has a requirement for a Medium Voltage Loop Study. The services shall comply with this Statement of Work (SOW), all VA, local, state, and Federal policies, and regulations.
The contractor shall provide all labor, materials, supplies, tools, equipment, parts, travel, and qualified personnel to accomplish the tasks outlined in this SOW. All parts will be Original equipment manufacturer (OEM). Contractor is responsible for all subcontractors required to complete reports.
The study aims to evaluate the MV system's condition, identify deficiencies, and recommend necessary upgrades or repairs to improve reliability, redundancy, safety, and compliance with VA standards. The main electrical utility provider is Arizona Public Service (APS), which feeds the campus via a 4-wire system. This project will include many items that encounter the Medium Voltage Loop at NAVAHCS. NAVAHCS is looking to bring their electrical power loop up to current standards using the VA Electrical Design Manual and the VHA Directive 1028, Facility Electrical Power Systems. NAVAHCS may also have transformers, Medium Voltage cabling, and other related components that need to be upgraded, including installation of bypass switches in the event of transformer failures. NAVAHCS has a chiller plant that will need back-up power and a campus wide generator that cannot be used in its current configuration.
All proposals shall be sent to the Network Contracting Office (NCO) 22 Contract Specialist, Jamie ElBedawi at Jamie.elbedawi@va.gov.
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The following are the decision factors: Price, Past Performance, SDVOSB, and Technical.
The award will be made to the response most advantageous to the Government.
Responses should contain your best terms, conditions.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
