ADDENDUM No. 1:
Information contained in this Addendum and the changes directed in the project Plans and/or Specifications hereby
become a part of the Contract. Bidders are instructed to acknowledge receipt of this addendum on the Bid Form. This
addendum is published to the official shared folder containing official Bid Documents for access by qualified bidders.
Each Bidder should ensure that all sub-bidders and suppliers have included the information contained in this addendum in
their pricing. The Bid and contract documents are clarified and/or amended as follows:
GENERAL:
1. See the PreBid Meeting Sign-in sheets included with this addendum.
2. See the PreBid Meeting Minutes document included with this addendum.
3. An alternate is added to the project. See the revised Bid Form
4. Preferred roofing contractors for providing the roof work for the project are as follows:

CLARIFICATIONS:
1. The existing wall opening for the 6combustion air piping serving existing boiler B2 shall be enlarged to accept a
10sleeve with 8combustion air pipe.

SOLID WALL PVC COMBUSTION AIR PIPING THRU ENLARGED WALL OPENING WITH 10
DIAMETER SLEEVE. TERMINATE WITH SCREENED DOWNTURNED ELBOW.
b. Refer to the note for combustion air piping for new boiler B2: Replace the note as follows: NEW 8
SOLID WALL PVC COMBUSTION AIR PIPING THRU NEW WALL OPENING WITH 10DIAMETER
SLEEVE. CUT NEW OPENING AS REQUIRED. TERMINATE WITH SCREENED DOWNTURNED
ELBOW.
a. Change all references of “B-VENT” flue connecting boiler to chimney to “DW-VENT”. DW-VENT is UL
listed Type L double wall sealed vent system with 304 stainless steel inner liner with 1” air space and
aluminized steel outer shell.
b. Vertical flue in chimney shall be single wall UL listed TypeL sectional or flexible vent. If a flexible vent
system from a different manufacturer from the DW-vent is used, the connection to the DW-vent must be
approved by both flue manufacturers.

Review of Bidding Requirements
1) Bids will be received in by Guilford County Schools at 714 Green Valley Rd. in Greensboro, NC 27408 until 2:00pm
Tuesday June 23, 2026. Bids may be delivered in person, by mail or by shipping carrier. Faxed or e-mailed bids will
not be accepted.
2) Bid is informal and will be conducted under the informal procedure. Bids will be privately opened and analyzed after
close of bid receiving. A bid tabulation will be sent to Bidders.
3) Attendance at the PreBid Meeting is not mandatory but is highly recommended for Bidders to have the opportunity to
ask questions and to become familiar with the existing site and conditions. Lack of familiarity with existing site or
conditions will not be accepted as a basis for adjustments to the contract price. See contact information appearing
later in these minutes to make arrangements for visiting the site after this meeting.
4) Bids must be submitted in a sealed envelope and marked “Confidential Bid Enclosed for Guilford Elementary
School”.
5) Bid is for a single prime contract and all work required for the project is to be included in bid price.
6) Bids will be accepted from licensed contractors only. Bidders must hold the appropriate license for the work of the
project in accordance the NC General Statutes and state licensing boards. If it is determined that a Bidder was non-
licensed or a Bidder’s license was not valid at the time of bid submission, the bid will be disqualified.
7) A 5% Bid Bond is required to be submitted with the bids.
8) A 100% Performance Bond and Labor and Material Payment Bond will be required for the full amount of the contract.
9) Include all sales taxes, equipment rentals, supplies, transportation, etc in the bid price.
10) Be sure to complete the Bid Form in its entirety and sign the bid. The signature must be of an officer of the company
or other individual duly authorized to commit the company to a contract.
11) Do not modify the Bid Form in any way. Do not include any instructions for changing or interpreting the bid. The prices
listed on the appropriate lines of the Bid Form will be prices submitted for the work. Any instructions to increase or
decrease the amounts listed on the Bid Form will be disregarded and the prices listed on the Bid Form will be
considered as the official bid prices offered. If there is a discrepancy between the price in numerical figures and the
written-word price, the written-word price shall govern.
12) Bidders must make an entry for each of the Subcontractors listed on the Bid Form. Do not leave any of these lines
blank. Enter “N/A” on the lines for any Subcontractor trades that are not used or not applicable for this project.

13) Provide pricing for each bid alternate or Unit Prices on the appropriate line of the Bid Form should any be added. The
work in the alternates would either be included in the initial contract or may be added to the contract scope at the price
listed on the Bid Form within 60 days of the contract date. Should the work be added after 60 days from the contract
date any changes in the price for the work will be negotiated based on the original quote and documentation of price
increases or additional work required due to the delay in adding the work to the contract.
14) Currently there are no unit prices or Bid Alternates for this project. However Alternate #1 will be added as stated below
and a new Bid Form Issued
a) ALTERNATE #1: State the price to add to the Base Bid to provide the Basis of Design boilers. If there is no
additional cost, enter either “-0-“ or “None” or “No Cost”.
15) Include the applicable MWBE forms that are consistent with the Bidder’s status with the Bid Form. Failure to do so
could result in the bid being ruled non-responsive and possibly rejected. Refer to the section entitled “GCS MWBE
Program Regulation 9125-R” for requirements and the applicable forms.
a) Note that the MWBE regulation and the forms of this section were revised in 2026. Be sure to review the revised
documents carefully as the documentation requirements have changed – particularly with respect to documentation
that is required to be submitted with the bid and after bid.
b) Following receipt of bids, the Lowest Responsible Responsive Bidder will be identified by review of the bid
documents who may then be contacted for any additional MWBE documentation needed. After receipt of
satisfactory MWBE documentation review, the contract can be issued.
c) Note the 5 documents with the header stating “Attach to Bid”. All of these sections that are applicable to the bidder’s
status must be completed and submitted with the bid.
d) Guilford County Schools goal for MWBE participation is 12.46%.
e) If the MWBE participation percentage goal is met, the additional documentation listed in Section III to be provided
within 72 hours of notification of being the apparent Lowest Responsible Responsive Bidder will not be required.
The pages in Section III numbered 1 of 2 and 2 of 2 are still required to be submitted with the bid along with the
certification at the bottom of Page 2, but the documentation described in these pages in support of Good Faith
Effort requirements will not be required unless the MWBE participation rate is below the district’s participation goal
and then only after being notified as the apparent Lowest Responsible Responsive Bidder. As stated in the
document, the Bidder must submit the documentation within 72 hours after notification.
f) Supporting documentation for items claimed for Good Faith Efforts must be specific and detailed to clearly support
the items checked on Affidavit A.
g) Note that documentation in support of items checked on the Good Faith Efforts Checklist required to demonstrate
compliance for these items must be ready to submit if you are notified as being the Lowest Responsible
Responsive Bidder. This documentation must be submitted within 72 hours of this notification. If this
documentation is not submitted or is found to be lacking, points without adequate supporting documentation will be
deducted from the Good Faith Efforts score. If the score falls below the lower threshold of 50 points, the bid will be
rejected as non-responsive.
h) Note that Affidavit B would not apply to a Bidder unless the Bidder will perform all of the work entirely with their own
personnel and will not sub-contract any of the work– thereby having no opportunities for MWBE participation by
sub-contractors. This would be quite unusual for the different trades needed for the project
16) This project is funded from local School Bond Program funds. There is no federal funding used for this project.
17) After a satisfactory MWBE documentation review, the contracts will be delivered electronically to the contractor for
signature, bonds and insurance certificates. Upon receipt of signed contract with bonds and insurance certificates,
the contract will be signed by the authorized GCS representative.
18) If there is no delay in receipt of bids and no complications with the bids submitted the anticipated date for a fully
executed contract is July 9, 2026.
19) The Substantial Completion date for work related to the new heating system operation is October 15, 2026 with
liquidated damages of $2,000 per calendar day.

20) The Final Completion Date for the entire project is November 30, 2026 with additional liquidated damages of $1,000
per calendar day.
21) All Addenda will be published to the Addenda folder in the shared online Project Link and may also be published to
the Purchasing Department website under the GCS bid number 6837. Bidders are responsible for checking the official
online Project Link for addenda and ensuring that all subcontractors and suppliers affected by the information
contained in the addenda receive the information. Note the document in the Project Folder titled “Summary Document”
in the link will be maintained to list the Bid Date, Addenda Issued, and any drawing revisions issued. These documents
can be found in the respective folder in the link. Addenda will not be transmitted individually to Bidders, suppliers, or
plan rooms. Ensure that subs and suppliers submitting pricing have the latest information when pricing the work.
Anyone obtaining information from sources other than the Project Link does so at their risk of not having the latest
information.
22) Note that if there are questions asked that are not addressed in the contract documents or that require changes or
interpretations to the documents, these questions and answers will be published in the addenda. There will not be a
separate document or location to search for questions and answers.
23) Work within utility rooms, and outside the building on the project site can begin after the contract is executed provided
the work does not disturb the educational environment or block access for student pickup or drop off; scheduled sports
activities, maintenance activities or deliveries to the facility. Work in other areas of the building must be performed
after hours, over weekends, school holidays or school breaks unless other arrangements can be made with staff. No
work will be allowed anywhere on the site during school hours on testing days. Work and building access must be
closely coordinated with the school principal or designated representative. Factor these conditions into the bid price
for all work that would be affected.
24) The school campus will be occupied throughout the school year and the site must be maintained in safe and usable
condition for each work day. GCS Staff will be on a 4-day work week (Mon-Thurs) during Summer Break (starting
next week).
25) The existing cooling system must remain in operation throughout the contract period. Note that the owner will modify
existing system programming to mitigate the effect on indoor humidity of the absence of hot water for reheat during
cooling operation of the system.
26) The drive and dock area must remain clear for deliveries during working hours throughout the contract period. Work
that would block access must be performed after hours, over breaks, unless it can be coordinated with staff to occur
during the school day.
27) Plans will be submitted to local authorities for permit review by the Contractor. The successful bidder will submit
drawings, pay for and pick up the permits for the project and ensure that all subcontractors obtain permits that are
required.
28) The 2026school holiday and break schedule for the school is as follows (subject to change if any weather makeup
days are required):
a) August 17:
First day of school for teachers.
b) August 24:
First day of school for students.
c) November 11
Veterans Day
d) November 25-27: (Holiday) Thanksgiving
e) Dec 21-Jan 2:
Winter Break
29) Use of school toilet facilities by workers will not be allowed. Temporary portable toilet facilities must be provided by
the contractor for construction workers’ use.
30) Bidders should carefully and thoroughly review the AIA 105 Standard Short Form of Agreement Between Owner and
Contractor in the Project Manual. This document will be the form of contract and general conditions for the project.
The vertical bars in the left margin of the document indicate that information has been added, deleted, or changed
from the standard AIA document as originally published.
31) Contractors and subcontractors performing work on the project must be properly licensed for the work as required by
the applicable State Licensing Boards and local license requirements.
