Description:	Guilford County Purchasing Department is soliciting proposals from qualified firms to provide a new Programmable Logic Controller (“PLLC”) Control System along with new PLC remote equipment in the three (3) housing equipment rooms, an upgrade of the existing intercom system, video surveillance system, and a reconfiguration of the computer screen layout in the front main control area, and control stations in the Housing Dayrooms. Additional cameras will need to be added to interior locations to provide enhanced visual surveillance and minimize blind spots. This Request for Proposal (RFP) includes a detailed description of the facility requirements and provides detailed instructions for submitting a compliant response. The County invites all interested and qualified firms who meet the requirements of the RFP to submit a proposal.

enhanced visual surveillance and minimize blind spots. This Request for Proposal (RFP) includes a

detailed description of the facility requirements and provides detailed instructions for submitting a compliant

response. Any item not specifically mentioned but necessary for the delivery and operation of the proposed

system upgrade shall be included in any proposal submitted for consideration. The County invites all

interested and qualified firms who meet the requirements of this RFP to submit a response.

A non-mandatory Pre-Proposal ZoomGov Meeting will be held on January 21, 2026, at 10:00 A.M. You may

join the ZoomGov Meeting from your computer, tablet or smartphone.

A non-mandatory site walkthrough will be held on Wednesday, January 21, 2026 @ 3:00 P.M., at the

Guilford County Juvenile Detention, located at 15 Lockheed Court, Greensboro. The walkthrough

will be conducted by Doug Logan, Juvenile Detention Director and Teresa Cuthbertson, Juvenile

Detention Program Manager.

During the bidding period questions will be taken until 2:00 P.M., on January 28, 2026. All questions

pertaining to this RFP must be emailed to the Guilford County Purchasing Department at

DG_Purchasing@guilfordcountync.gov.
