Description


The Terrell County Board of Commissioners is seeking qualifications from Energy Services Companies (ESCOs) to develop and implement a Guaranteed Energy Savings Performance Contract for various county facilities in accordance with Georgia law. The selected ESCO will perform an investment grade audit and be responsible for identifying, designing, installing, maintaining, and helping finance energy conservation improvements under a fixed-cost agreement. The project¿s goal is to enhance county facilities through guaranteed energy savings, reduced operational and maintenance costs, capital cost avoidance, and potential new revenue opportunities.

I.
INTRODUCTION AND BACKGROUND
The Terrell County Board of Commissioners requests qualifications from interested Energy Services
Companies (ESCO's) for the design and implementation of a Guaranteed Energy Savings Performance
Contract in various facilities, in accordance with (OCGA Title 50, Ch. 37) or other Georgia legislation.
This Request for Qualifications requires the selected ESCO to conduct an investment grade audit. The
selected ESCO will be required to identify, engineer, design, install, maintain, and provide financing
options for approved energy conservation measures in a fixed cost scenario.
The intent of this project is to provide the Terrell County Board of Commissioners with the means to
improve their designated facilities through guaranteed energy, operationa!, maintenance and capital
cost avoidance savings, as well as new revenue sources.
II.
RFQ PROCEDURES
A. Point of Contact
Questions concerning this RFQ and the procedures for responding to the RFQ must be
directed only to the designated personnel from the Terrell County Board of Commissioners,
and contacting any other Terrell County Board of Commissioners personnel can be cause for
exclusion from consideration. The designated personnel are listed below:

B. Submission of Responses
Responses must be received by 1:00 PM on June 2, 2026. Respondents should submit three
(3) paper copies and one (1) electronic copy of the response to:

Responses received after the time and date specified above will be disqualified as
unresponsive.
The Terrell County Board of Commissioners reserves the right to:
a. reject any or all responses in whole or in part;

b. waive any minor informalities, technicalities, or irregularities in responses, provided
such waiver does not:
i.
prejudice the rights of any other responder;
ii.
affect the integrity or fairness of the competitive process; or
iii.
result in a material deviation from the RFQ requirements;
c.
request clarification of any response for the purpose of fully evaluating its content.

FORMAT AND CONTENTS
Responses must be submitted in the format outlined in this section. Responses must be no
more than twenty-five (25) pages in total, single-sided, with a minimum 1O-point font. font.
Note: Cover Page, Cover Letter, Table of Contents, and Annual Reports / Audited Financials do
not count toward the page limit. The Terrell Countv Board of Commissioners reserves the risht
to eliminate from further consideration anv submittal deemed to be substantiallv or materiallv
unresponsive to the requests for qualifications contained herein.
A. Executive Summary
Responses shall include a concise abstract stating the respondent's understanding of the
Terrell County Board of Commissioners' goals and objectives. The ESCOT submission should
identify the ESCO's ability to satisfy the Terrell County Board of Commissioners' unique
financial, technical, and strategic goals and objectives.
B. Company Background & Experience
1. Provide a company overview/history of the organization.
2. Describe prior relevant work experience and provide a minimum of five (5) references
of Guaranteed Energy Savings Programs implemented by your organization. Provide
the customer's name, total project cost, Contact name, telephone numberi email of
contact, and a brief description of the project. Preference will be given to ESCOs that
demonstrate multiple-phase projects with the references mentioned above.

3.
Provide a comprehensive list of all Guaranteed Energy Savings Programs implemented
by your organization in the state of Georgia.
4.
ESCO must disclose all performance guarantees shortfalls that led to a lawsuit.
5.
ESCO must disclose any local, state, or federal lawsuits around corruption or bribery.

Provide a description of your organization's project developr,nent process and typical
schedule.
2.
Provide an overview of any additional service offerings currently being offered by your
company. Highlight the specific ways you believe the Terrell County Board of
Commissioners could benefit from your services.
3.
lnclude a comprehensive list of any products or materials that would be offered by your
company as part of this project, which are manufactured, produced, or owned by your
company or its affiliates.
D. Project Management

Provide a description of your organization's approach to project management.

Provide an organizational chart showing the anticipated members of your team
proposed to be a part ofthe project.

Provide a resume for each team member.
4.
Provide a description of your organization's approach to the ongoing maintenance
(service) of the installed equipment.

Provide a description of your organization's approach to warranty issues.
E. Financial
L. Provide your two (2) most recent Annual Reports or Audited Financials.

Provide a certificate of insurance with limits.
3.
Provide a letter of bonding capacity with limits.
F. Project Non-Performance
L. ESCO must disclose all performance guarantee shortfalls that led to a lawsuit.
2.
ESCO must disclose any local, state, or federal lawsuits around corruption or bribery.
Failure to provide accurate and complete information as requested, including the signature
and title of the signing officer; is grounds for disqualification.
