Summary

The City of Pasadena Water and Power Department ("PWP" or "City") is seeking professional services from qualified firms to provide ongoing maintenance services, including preventative maintenance, inspection, repair, and emergency services for the compliant, reliable and economical operation of its inlet air chillers for the gas turbines located at the City's Glenarm Power Plant located in the City of Pasadena, California, as outlined in this RFP.

Background

Location of the services covered by this Request for Proposal is located at the Glenarm Power Plant, 43 E. State Street, Pasadena, California.

Pasadena's Glenarm Power Plant consists of four gas turbines: GT-1, GT-2, GT- 3, GT-4 and GT-5. Units GT-3 and GT-4 are GE LM6000 simple cycle gas turbines with capacity of 47 MW each. Unit GT-5 is combined cycle unit with GE LM 6000 gas turbine and Shin Nippon Steam Turbine with the with total capacity 67 MW. To maximize gas turbines power output under certain conditions, GT-3, GT-4 and GT-5 utilize inlet air chilling by way of a closed loop chilled water system.

Each of GT-3 and GT-4 gas turbines has one packaged chilled water system which utilizes one McQuay chiller unit, for a total of two (2) chillers, with the following specifications:

GT-5 gas turbine has one packaged chilled water system which utilizes two (2) Trane centrifugal water chillers, with the following specifications:

Refrigerant Capacity: 1650 LBS Refrigerant Type: R-123 Commissioned: December, 2016

This is a Full Service/Responsibility Contract. The successful bidder shall provide 100% coverage for all labor, equipment, parts, and materials; and emergency services. A maximum response time arriving at the Glenarm Power Plant within two (2) hours for the chillers will also be required. Where not otherwise specified, the successful bidder's work must comply with the chiller manufacturer's specifications and all applicable federal, state and local regulations.

With respect to the handling of refrigerant in connection with any of the services proposed by service providers or otherwise performed for the City under a maintenance contract arising from this RFP, the successful service provider shall be responsible, at all times, for compliance with sections 95380 through 95398 of the California Air Resources Board's Refrigerant Management Program (CARB RMP), the South Coast Air Quality Management District's (SCAQMD) Rule 1415 and Rule 1415.1 - Reduction Of Refrigerant Emissions From Stationary Equipment and the U.S. Environmental Protection Agency's Protection of Stratospheric Ozone, regulations 40 CFR Part 82 and subsequent amendments to these regulations.
