Early Learning Improvement Projects
Garvey School District
Garvey School District operates thirteen (13) PK-8 campuses serving nearly 5,000 students in Los Angeles
County cities of Rosemead, Monterey Park, and San Gabriel. The District also has a separate Administrative
Office and MOT Campus, which is located in Rosemead.
The District is soliciting proposals from qualified firms and persons to provide as-needed Division of State
Architect (DSA) Inspection Services for minor and major renovations at several childcare sites at Garvey School
District. These services will be requested on a project-by-project basis, as needed, to support ongoing facility
improvement efforts. All projects are administered and directed in conjunction with the Los Angeles County
Office of Education (LACOE) and Garvey School District.
SCOPE OF WORK
The project scope will consist of minor and major renovations at various childcare sites at Garvey School District.
The scope of work may include but is not limited to:
Installation of shade structures
Replacement of modular buildings
Upgrades to comply with Americans with Disabilities Act (ADA)
Playground renovations
General maintenance and repair
Other related renovation work
REQUIREMENTS
Proposals must include the following items:
1. Cover Letter/Letter of Interest: Include a cover letter stating the eligibility of the firm to respond to this
RFP.
2. Qualifications and Experience: Demonstrate inspector’s qualifications and experience with providing
DSA inspection services. Include experience specific with school districts.
3. Litigation: A detailed explanation of any claims, disputes, litigation, or other legal proceedings with any
school in which the responding Inspector (firm) was involved, as well as a discussion of how the claim,
dispute, litigation or other legal proceeding was resolved.
4. Fee Schedule: Detailed breakdown of proposed fees, including hourly rate and any additional costs.
5. References: Provide at least (3) references.
6. Insurance Coverage: Demonstrate ability to be insured at the following levels:
o Commercial General Liability coverage with limits of $1,000,000 per occurrence and annual
general aggregate limit not less than $2,000,000. The policy shall be endorsed with the Los
Angeles County Office of Education, its governing board, and employees as additional insured
o Professional Liability Coverage for errors and omissions with a limit of not less than
$1,000,000 per claim
o Business Automobile Liability Insurance with limits as required by the State of California
o Workers’ Compensation Insurance as required by the State of California and Employers Liability
Insurance with limits of $1,000,000 per accident
EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
1. Relevant experience and qualifications
2. References and past performance
3. Fee proposal and overall value
4. Commitment to dedicating team/personnel to work with the District on an on-going basis, to provide
continuity in learning District needs and standards, and to provide responsiveness on scheduling criteria.

Questions due via email: Friday, May 1, 2026
Clarifications issued via email: Friday, May 8, 2026
RFP Submittals due: Friday, May 15, 2026 by 4:00 PM
If a firm will not be responding to the RFP, a courtesy email declining participation would be appreciated.
Requests for Proposals (RFPs) must be in writing and shall be emailed to Mamie Aldama at
maldama@gesd.us and CC Rafael Banuelos at rbanuelos@gesd.us. The title line of the email shall
read “RFP: Child Development Improvement Projects, Garvey School District”
Proposals will be submitted in pdf electronic format. The PDF must be compromised of one (1) single document,
NOT MULTIPLE DOCUMENTS.
All proposals must be signed and will become the property of the District. The District will open and review
proposals privately to assure confidentiality, and to avoid disclosure of the contents to competing Firms prior to
and during the review, evaluation, and negotiation process.
The PDF electronic file described above shall be emailed (by the deadline indicated) to Mamie Aldama at
maldama@gesd.us and CC Rafael Banuelos at rbanuelos@gesd.us.
The District reserves the right to reject any and all proposals, to amend the RFP process, or to discontinue the
process at any time. The District also reserves the right cancel this RFP at any time prior to contract award
without obligation in any manner for response preparation, interview time, fee negotiation or other marketing
costs associated with this RFP. The proposal preparation and associated direct and indirect costs are the sole
responsibility of the Firm and will not be reimbursed by the District.
The District will select a preferred Firm from those submitting, and will endeavor to negotiate a mutually
agreeable professional services agreement for all potential Early Learning Program projects. The District will
solicit project specific proposals from the selected firm, including proposed fees and schedules and will enter
into individual agreements for each project as identified by Garvey School District.
