Summary
The Town of New Canaan is seeking proposals from local businesses for the lease of the
property at 28 Grove Street for the sole purpose of employee vehicle parking.

Questions
Questions regarding this RFP are to be submitted in writing via email to Tiger Mann,
Director of Public Works at Tiger.Mann@newcanaanct.gov no later than 10:00 a.m. on
Tuesday, January 13, 2026. Questions will be answered by an addendum which will
be posted on the website:
https://www.newcanaan.info/online_services/bid_notices_(request_for_proposal).php.
It is the respondent’s responsibility to check the website for any addendum that may
have been issued for this RFP.
Submission Requirements
Interested parties are invited to submit proposals by Thursday, January 15, 2026 at 10:00
a.m. (the “Submission Deadline”), to:

Proposals should be signed and delivered in a sealed envelope labeled “Proposal – 28
Grove Street Parking Lot Lease” and must be delivered to the office of the Director of
Public Works on or before the Submission Deadline.
Each respondent shall submit (1) one original and one (1) printed copy
Proposals submitted by telephone, e-mail or fax will not be considered.
Proposals received after the Submission Deadline will not be considered.
A respondent may withdraw its proposal prior to the Submission Deadline, provided that
the respondent’s request for the withdrawal is delivered to the Director of Public Works’
Office prior to the Submission Deadline.
A respondent may not withdraw a proposal within ninety (90) days of the Submission
Deadline.

The Town shall not be responsible for any expenses incurred by the respondent in
preparing and submitting a proposal.
Lease Details
The relationship between the Town and the respondent will be structured as a lease.
The proposed use of the property will be for employee/staff parking only. The proposed
terms of the lease are as follows:
Usage:
- Employee Parking
Maintenance: Town Responsibilities
- Town will prepare parking area in current footprint of old house with
processed aggregate base material
o (minimal clearing and grubbing required.)
- Town will be responsible for lawn and general property maintenance (i.e.,
tree trimming)
Maintenance: Tenant
- Tenant will be responsible for snow removal of parking lot and sidewalks and
maintenance of gravel parking base
Fee:
- Annual Fee to be based upon parking employee vehicles in the lot.
- Annual Fee to be Paid in Full at Time of Lease and on the first date of the
lease annually thereafter.
Lease Term:
- The initial term of the lease will be ten (10) years, with a six (6) month
cancellation notice.
Date of Lease:
- Lease to begin by February 1, 2026.
Form of Lease
The Town Attorney will prepare a commercial lease agreement for review and signature
by the successful respondent. The Town reserves the right to cancel the award - and
award the lease to another respondent - if the successful respondent does not sign the
lease agreement within two weeks of receipt. The lease agreement will be subject to

approval by the Town’s boards and commissions having jurisdiction, including public
comment.
Insurance
The tenant will be required, at its own expense and cost, to obtain and keep in force
during the entire duration of the lease, insurance coverage customary for a movie theater
operator, including commercial general liability (CGL), automobile liability, workers’
compensation and excess/umbrella policies. Coverages should be on an occurrence
basis. Coverage limits should be at least: CGL, $1,000,000 per occurrence, $2,000,000
aggregate; automobile liability, $1,000,000 per accident; and excess/umbrella,
$2,000,000 per occurrence, $2,000,000 aggregate. Coverage limits, deductibles and self-
insured retentions will be subject to the Town’s review and approval. The insurance
requirements will be specifically identified in the lease. The Town shall be named as an
additional insured on a primary and non-contributory basis to the tenant’s commercial
general liability, automobile liability and excess/umbrella policies. The successful
respondent will be expected to deliver a certificate of insurance meeting the insurance
requirements prior the effective date of the lease.
Procurement Schedule
The tentative procurement schedule is as follows.
- RFP Issued: Tuesday, January 6, 2026
- Questions Deadline: Tuesday, January 13 2026, 10:00 a.m.
- Submission Deadline: Thursday, January 15, 2026, 10:00 a.m.
- BOS Review of Proposals: January 20, 2026
- Town Council Approval: January 21, 2026
- Notice of Proposed Award: Week of January 26, 2026
Reservation of Rights
The Town reserves the right to reject any or all proposals, to waive any defect or
informality in a proposal or in the RFP process, or to terminate the RFP process at any
time, if deemed to be in the Town’s best interest. In addition, the Town expressly reserves
the following rights.
1. Not to award a lease pursuant to this RFP.
2. To negotiate the rent proposed by the successful respondent. If negotiations are
not, in the opinion of Town, successfully concluded within a reasonable time, as
determined by the Town, the Town reserves the right to suspend negotiations and
commence negotiations with another respondent.

3. To reject and not consider any proposal that does not meet the requirements of
this RFP, including, without limitation, incomplete proposals and/or proposals
offering alternate or non-requested services and proposals that are deemed non-
responsive.
4. Prior to award, to revise, change, alter or amend any of the instructions, terms,
conditions and/or specifications of this RFP or any exhibits or attachments to this
RFP. Respondents are responsible for any posted addenda to this RFP. Addenda
that are issued before the Submission Deadline will be binding upon all prospective
respondents.
5. In the case of rejection of all proposals, the Town reserves the right to advertise
for new proposals or to proceed otherwise.
6. To cancel the award of any proposal at any time before the execution of the lease
by the Town.
Non-Collusion
Respondents must submit a non-collusion affidavit in the form of Exhibit A.
