The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
U.S. Mission Mexico requires Life insurance coverage for its Local Employed Staff (LE Staff). U.S. Mission Mexico includes Embassy Mexico City, U.S. Consulates and other U.S. offices located in the Mexican territory.
The required coverage includes the following:
The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a proposal, which will be considered. The anticipated performance period may incorporate FAR 52.217-8 – Option to Extend Services. This clause allows the Government to temporarily extend services for up to six additional months, ensuring continuity of operations during transitions or delays. It promotes transparency and helps offerors plan for staffing and pricing.
The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.
The Government will hold a Pre-Proposal Conference and the date for this conference will be in the solicitation. Offerors interested in attending must contact the contracting section at MexicoCityGSOSolicitations@groups.state.gov to be included on the list of attendees.
Offerors/Quoters shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.203-1. Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, Offerors/Quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
The guidelines for registration in SAM are also available at:

Electronic Submission/Responses:
This opportunity allows for electronic responses via e-mail. Please submit your proposal prior to the response date and time.
