No vendor may withdraw their bid within thirty (30) days after the date of opening bids without the consent of the City of South St. Paul. The City of South St. Paul reserves the right to reject any or all bids and to waive informalities in bidding of advertisement. City of South St. Paul reserves the right to select the proposal which best meets the needs of the city pursuant to M.S. 471.6161.
