NOTICE TO BIDDERS
ROCK ISLAND COUNTY GROUNDS CARE EQUIPMENT DISCOUNT SCHEDULE

TO WHOM IT MAY CONCERN:
The Rock Island County Board is requesting bids for the following list of Grounds Care
Equipment for Rock Island County.
Your price shall remain firm for a period of one (1) year. Prices shall be stated clearly on the
discount schedule of the Proposal Form.
The sealed bid marked "DISCOUNT SCHEDULE FOR GROUNDS CARE EQUIPMENT" -
BID ID # 2026-0002 CWP (Rock Island County) must be received no later than 2:00 p.m., July
9th, 2026. Sealed bids are to be either emailed to jvantieghem@rockislandcountyil.gov, or sent to
Rock Island County Administration Office, 1504 3rd Avenue, Rock Island, Illinois 61201. The
sealed bids will be opened and reviewed thereafter.

RFP issued on June 17th 2026
Question + Answer Period June 17th through June 26th
Bids Due 2:00pm July 9th 2026, emailed to jvantieghem@rockislandcountyil.gov , or delivered
in a sealed envelope to the Rock Island County Administration Office located at 1504 3rd Avenue
Rock Island Illinois 61201.
SCOPE:
The purpose of this request for bids is to establish an annual contract for the purchase of all
brands of grounds care equipment with either the manufacturer or the dealer.
EXAMPLE GROUNDS CARE EQUIPMENT FOR DISCOUNT SCHEDULE:
Commercial Worksite Products (CWP) Equipment (or equivalent)
Skid Steers Loaders
Compact Track Loaders
Compact Wheel Loaders
Compact Excavators
Worksite Pro Attachments

Entities that may utilize the contracts from this proposal include Illinois counties and other
political subdivisions such as cities, townships, parks and recreation departments, and
government-funded nonprofit agencies.
ESTIMATED AMOUNT:
the number of participating entities is unknown. Quantities are not guaranteed and no minimum
or maximum obligation is implied.
LITERATURE:
Bidder shall include standard published sales literature, manufacturer's suggested list pricing
schedule (MSLPS), detailed specifications/data sheets, and optional equipment information for
each manufacturer grouping being bid.
PRICES:
Bidders shall state their percent (%) discount off the Manufacturer's Suggested List Pricing
Schedule (MSLPS). Discounts must remain firm for the contract period.
DELIVERY:
All units shall be delivered turn-key and ready for use. All deliveries shall be FOB Destination
unless the purchaser chooses to pick up the equipment. Supplier must state delivery charge per
loaded mile. Mileage will be calculated from the manufacturer's nearest dealer to the delivery
point. Delivery charges will not be used as a factor in award decisions.
CONTRACT PERIOD:
Successful bidders will be awarded a one (1) year contract with an option to renew for three (3)
additional one-year periods.
SUPPLIER INSTRUCTIONS:
Suppliers shall prepare a pricing page listing each manufacturer's equipment groupings. Each
grouping shall include: equipment catalog description and part numbers, manufacturer's
suggested list pricing schedule with price list number, and the discount percentage off list price.
This must be completed for each grouping of equipment being bid.
The Rock Island County Board reserves the right to reject any or all bids, waive irregularities, or
accept the bid deemed to be in the best interest of Rock Island County.
