QUESTION #1:
We are PROGEXA, an interested bidder on Solicitation 70Z03825QB0000123 – HALON Gas Concentration Testing. After reviewing the Statement of Work, we would like to request clarification on the following points to ensure accurate pricing and technical planning for our proposal:
- Tank Capacity Specifications – Please confirm the size(s) and capacity ratings of the HALON 1301 storage tanks to be used during testing.
- Expected Gas Consumption per Test Cycle – Please provide the estimated quantity of HALON 1301 expected to be released during each test cycle.
- Total Number of Test Iterations Planned – Please confirm the total number of tests to be conducted for each aircraft configuration.
- HALON 1301 Supply Responsibility – Will the USCG provide the HALON 1301 for testing, or is the contractor expected to supply it?
ANSWER #1:
- Tank Capacity Specifications – Empty bottle weight 2.653lbs. Charged with 2.581lbs of bromotrifluormethane (CBrF3) HALON, and .094lbs of nitrogen (N).
- Expected Gas Consumption per Test Cycle – 2.581lbs of bromotrifluormethane (CBrF3).
- Total Number of Test Iterations Planned – Up to a total of eight separate test cycles for various engine cowling configurations.
- HALON 1301 Supply Responsibility – The USCG will supply all HALON.
QUESTION #2:
I am reaching out regarding Contract 70Z03825QB0000123. We are interested in submitting our proposal for this contract , our partner has requested the actual part number of the bottle associated with this contract.
Additionally, any photos or reference images you can provide to help identify the part would be greatly appreciated.
ANSWER #2:
Fire bottle P/N is 10230-01.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QB0000123 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 Effective June 11, 2025.
The applicable North American Industry Classification Standard Code is 541990. The small business size standard is $19,500,000. This is an unrestricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order shall be awarded on a competitive basis as a result of this synopsis/solicitation. Concerns having the expertise and required capabilities to provide these Halon Gas Tests are invited to submit offers in accordance with the requirements stipulated in this solicitation.
