ELECTRONICALLY SUBMITTED BIDS for the Greenway Trailhead Wayfinding
Signage in Maryville, TN will be received by the Purchasing Agent via email at
comsealedbid@maryville-tn.gov until 2:00 p.m., local time, on June 9, 2026 and at that time
the bids will be opened.
The work of this contract generally consists of the following:
Provide labor materials, equipment, services, and incidentals necessary for the fabrication,
delivery, and installation of the Greenway Trailhead Wayfinding Signage at multiple locations
throughout Downtown Maryville, Tennessee.
The project includes, but is not limited to, fabrication of signage components,
application of graphics and protective coatings, construction of masonry bases where
applicable, preparation and installation of concrete foundations, installations of signage
structures, and all associated site work.
The work also includes preparation of shop drawings, coordination with the City, utility
location, and restoration of disturbed areas, as well as all other work necessary to
provide a complete and fully operational signage system in accordance with the Design
Control Documents.
Project will be constructed under a single prime contract. Contractors shall demonstrate
applicable experience by submitting work references for either prime or sub-contractors.
Bidders will be evaluated for applicable experience.
No bids will be received or accepted after the above specified time for the opening of Bids. Bids
submitted after the designated hour will be deemed invalid and rejected.

Electronic copies of BIDDING DOCUMENTS may be examined and downloaded from the City of
Maryville website. Bidders are not required to purchase a set of bid documents, however the appropriate
forms must be printed and filled out as described in the Instructions for Bidders.

BIDS shall be accompanied by a BID Guarantee bond in the amount of no less than five percent (5%)
of the BID made payable to City of Maryville, OWNER, and subject to the conditions provided in the
INSTRUCTION FOR BIDDERS. Bidders should submit with their bid a Drug-Free Workplace
Affidavit of Prime Bidder as required by TCA Section 50-9-113. A Title VI Disclosure should also be
included with the bid to assist with the City of Maryville's compliance with Title VI of the Civil Rights
Act of 1964. An Iran Divestment Act certification should be included as well to meet TCA Section
12-12-106.
The successful bidder will be required to furnish an acceptable Performance and Payment Bond in the
amount of one hundred percent (100%) of the contract price, each bond.
The project herein described, including alternates, is to be completed within four (4) months (one
hundred-twenty (120) calendar days) after the date when the Contract Time commences to run.
Please see the Technical and Special Provisions for further scheduling requirements. Liquidated
damages for delay of completion of contract will be in accordance with the Agreement (Contract).
All bidders must be able to demonstrate before the award of the contract that the proposer (and
subcontractors if applicable) has all appropriate licenses and certifications required in the State of
Tennessee to perform the Services.
This project is funded by the City of Maryville.
The Contractor shall comply with all State, Federal, and Local laws and/or regulations.
The OWNER reserves the right to waive any irregularities or reject any or all bids.
The City of Maryville does not discriminate based on race, color, or national origin in federal or state
approved programs, pursuant to Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d).

INSTRUCTIONS
FOR
BIDDERS

I N S T R U C T I O N S F O R B I D D E R S
1. DEFINED TERMS
Terms used in these Instructions for Bidders which are defined in the Design Control
Documents. The term "Successful Bidder" means the lowest, qualified, responsible
Bidder to whom Owner (on the basis of Owner's evaluation as hereinafter provided)
makes an award.
2. COPIES OF BIDDING DOCUMENTS
2.1 Complete sets of the Bidding Documents may be downloaded from the City of
Maryville website (www.maryvillegov.com/bid-opportunities.html). Prospective
bidders shall check the websites for addenda prior to submission of bids.
2.2 Complete sets of Bidding Documents shall be used in preparing Bids; neither
Owner nor Designer assumes any responsibility for errors or misinterpretations
resulting from the use of incomplete sets of Bidding Documents.
2.3 Owner and Designer in making copies of Bidding Documents available on the above
terms do so only for the purpose of obtaining Bids on the work and do not confer a
license or grant for any other use.
2.4 The bidder is not required to purchase a set of printed bid documents from the City
of Maryville. It shall be the responsibility of the bidder to print and fill out
appropriate bid documents which include the following:
1) Bid Form (including work reference form, envelope cover, bid schedule, etc.)
2) Bid Bond
3) Title VI Compliance Form
4) Drug Free Workplace Affidavit
5) Iran Divestment Act
6) Non-Boycott of Israel
7) Business Tax License Affidavit
8) Non-Collusion Affidavit
9) W-9
3. QUALIFICATIONS OF BIDDERS
To demonstrate qualifications to perform the Work, each Bidder must be prepared to
submit within five (5) days of Owner's request written evidence of similar work types
and financial data, previous experience and evidence of authority to conduct business
in the jurisdiction where the Project is located. To be considered eligible for award,
the Bidder must demonstrate that the firm, or the principals assigned to the Project,
have successfully completed projects of similar scope, size, and complexity to the
Work contemplated herein. Each Bid must contain evidence of Bidder's
qualifications to do business in the state where the Project is located or covenant to
obtain such qualifications prior to award of the contract.

4. EXAMINATION OF CONTRACT DOCUMENTS AND SITE
4.1. Before submitting a Bid, each Bidder must (a) examine the Contract Documents
thoroughly, (b) visit the project locations to familiarize himself or herself with
federal, state and local laws, ordinance, rules and regulations that may in any manner
affect cost, progress or performance of the Work; and (c) study and carefully
correlate Bidder's observations with the Contract Documents.
4.2. Before submitting his or her Bid, each Bidder will, at their own expense, make such
additional investigations and tests as the Bidder may deem necessary to determine
his or her Bid for performance of the Work in accordance with the time, price and
other terms and conditions of the Contract Documents.
4.3. On request, Owner will provide each Bidder access to the site to conduct such
investigations and tests as each Bidder deems necessary for submission of this Bid.
Note: this is not a pre-bid meeting and any questions must be submitted in writing.
4.4. The lands upon which the Work is to be performed, rights-of-way for access thereto
and other lands designated for use by Contractor in performing Work are identified
in the Design Control Drawings.
4.5. The submission of a Bid will constitute an incontrovertible representation by the
Bidder that he or she had complied with every requirement of this Article 4 and that
the Contract Documents are sufficient in scope and detail to indicate and convey
understanding of all terms and conditions for performance of the Work.
5. INTERPRETATIONS
All questions about the meaning or intent or the Contract Documents shall be

Replies will be issued by Addenda published on the City of Maryville website at
https://www.maryvillegov.com/bid-opportunities.html It shall be the responsibility
of the proposer to monitor for any addenda issued. Only questions answered by
formal written Addenda will be binding. Oral and other interpretations or
clarifications will be without legal effect.
6. BID SECURITY
6.1. Bid Security shall be made payable to Owner, in an amount of five percent (5%) of
the Bidder's maximum Bid price and in the form of a Bid Bond (on form attached,
if a form is prescribed) issued by a Surety.
