SUBCONSULTANTS ARE PERMITTED UNDER THIS CONTRACT.
This contract shall be partially reimbursed with Federal-aid funding through the Federal Highway
Administration (hereinafter referred to as the Department). The solicitation, selection, and negotiation
of a contract shall be conducted in accordance with all Department requirements and guidelines.
The primary and/or subconsultant firm(s) shall be pre-qualified by the Department to perform ANY
COMBINATION of the Discipline Codes listed below for the City of Greenville.

This LOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional
consulting services to:
BACKGROUND AND PROPOSED CONTRACT SCOPE SUMMARY
As Lead Planning Agency (LPA), the City of Greenville and the Greenville Area Metropolitan Planning
Organization have been awarded grant money through the Safe Streets for All (SS4A) grant program to develop
a comprehensive safety action plan. This safety action plan aims to create safer roadway network for both
pedestrians and motor vehicles. This will be done primarily through the completion of the federal requirements
set forth by the SS4A program guidelines, as well as serve as a natural extension of the current Metropolitan
Transportation Plan (MTP) and Active Transportation Plan (ATP). The resulting document will create a map
which will highlight the MPO’s high injury crash network for both motor vehicles, as well as one for pedestrians
and bicyclists. This will be done through utilizing public input and various data and mapping metrics within the
planning area. Furthermore, once the High Injury Network (HIN) maps are developed the plan will include a
period for identifying, constructing, and measuring/reporting quick build projects at multiple sites around the
planning area. The data collected from these quick build sites will inform the plan, as well as provide proof of
concepts for bettering pedestrian and bicyclist safety. Data from the demonstration projects will also be used to
create a list of projects located in the high injury network that would reduce the number of serious injury/fatal
crashes. This list of projects will then be prioritized through several different metrics, defined within the scope of

The plan should*:
• Consider the current updated Metropolitan Transportation Plan, as well as the Active Transportation Plan.
• Review and analyze current crash data and set vision zero targets within the MPO boundary.
• Consider new and current developments within the MPO planning area in terms of roadway
improvements, bicycle and pedestrian connections, transit systems, future rail development, and aviation
expansion.
• Incorporate all other Greenville Urbanized Area adopted Plans.
• Establish High Injury Networks for the MPO Planning Area (Motor Vehicles and Pedestrian/Bicyclist).
• Comply with 13 USC 134, 49 USC 53, 23 CFR Part 450, MAP-21, FAST ACT and all other Federal and
State requirements.
• Evaluate the multimodal systems for including but not limited to:
o Crash Data and Levels of Service
o Existing Sidewalks, Shared Us Pathways, Bike Lanes, Parks, and Greenways
o Bus Routes & Facilities
• Identify projects within the high injury network that improve safety.
• Construct, and Measure identified quick build sites within the MPO for an established time period.
• Collect data from the quick build projects in accordance with SS4A reporting requirements.
• Utilize the data within the plan and collected from the demonstration activities to create a list of projects
within the high injury network.
• Prioritize the safety projects through several different metrics, defined within the scope of work.
*the above list should be considered a minimum, with the expected Plan accomplishments exceeding the above
list (for further detail see Section Scope of Work).

Except as provided below any firm wishing to be considered must be properly registered with the Office of the
Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors. Any firm
proposing to use corporate subsidiaries or subcontractors must include a statement that these companies are
properly registered with the North Carolina Board of Examiners for Engineers and Surveyors and/or the NC
Board for Licensing of Geologists. The Engineers performing the work and in responsible charge of the work
must be registered Professional Engineers in the State of North Carolina and must have a good ethical and
professional standing. It will be the responsibility of the selected private firm to verify the registration of any
corporate subsidiary or subcontractor prior to submitting a Letter of Interest. Firms which are not providing
engineering services need not be registered with the North Carolina Board of Examiners for Engineers and
Surveyors. Some of the services being solicited may not require a license. It is the responsibility of each firm to
adhere to all laws of the State of North Carolina.
The firm must have the financial ability to undertake the work and assume the liability. The selected firm(s) will
be required to furnish proof of Professional Liability insurance coverage in the minimum amount of
$1,000,000.00. The firm(s) must have an adequate accounting system to identify costs chargeable to the project.
DEFINITIONS
For the purpose of this RFLOI the following terms shall have the meanings indicated:
A. “City”, “Client”, and “LGA” (Local Government Agency) means the City of Greenville, NC.
B. “City Council” means the City Council of the City of Greenville, NC.
C. ”Consultant” and “Contractor” are used interchangeably throughout this invitation to mean the
person, firm, or corporation or other entity submitting a Proposal in response to this RFLOI.
D. “SS4A” means the Safe Streets for All Grant from the Federal Highway Administration.
E. “The Plan” refers to the completed ‘Greenville MPO Comprehensive Safety Action Plan’ document.
F. “Measuring” and “Reporting” are used interchangeably throughout this invitation to mean the
collection, analysis, and organization of data.
G. “Quick builds” refer to non-permeant alterations to a roadway, which exist for a set duration of time.
H. “TAC” and “TCC” refer to committee boards which vote on actions the MPO undertake.
INTRODUCTION
A. Information
The City of Greenville is requesting LOI’s from qualified consultants for the Greenville MPO
Comprehensive Safety Action Plan.
This request for LOI’s is being issued by the MPO Division of the Engineering Department of the City.
Unless otherwise directed, all communications regarding this RFLOI should be submitted in writing to the
MPO Division via email at jrashko@greenvillenc.gov.
Any revisions to this RFLOI will be issued and distributed as addendum. Consultant are encouraged to
submit any questions or items for clarification in writing to the above mentioned email address.
B. Background
The Greenville MPO applied for, and was awarded, a SS4A planning and demonstration grant. The
purpose of this is to develop a Comprehensive Safety Action Plan for the MPO. In addition to the
development of a plan, the demonstration aspect includes the construction and measuring of quick-build
style demonstration activities. These quick builds are to be constructed and reported on for the purpose of
informing the recommendations of the plan. The application covers the entire Metropolitan Planning Area,
Including the City of Greenville, Town of Winterville, Town of Ayden, Village of Simpson, and the
extraterritorial jurisdiction of Pitt County.
According to the latest census data, the study area has a population of approximately 161,800 residents,
and the Greenville Urban Area MPO (GUAMPO) region encompasses over 188 square miles. Crash data
from NCDOT’s Traffic Safety Unit data indicate that 78 fatal crashes and 284 serious injury crashes
occurred within GUAMPO’s planning region between 2017-2021 (5-year average of 9.64 deaths per
100,000 people), resulting in a 1.53 fatality rate per 100 motor vehicle miles traveled (MVMT), is higher
than the 1.33 statewide fatality rate per 100 MVMT.
On May 11, 2023, the Greenville City Council approved a resolution supporting the city’s participation in
the Comprehensive Safety Action Plan, prioritizing transportation safety within the city and region. This
Comprehensive Safety Action Plan will advance these priorities by identifying a range of strategies to serve
as demonstration projects to improve safety for all road users.
C. Intended Boundaries
The Greenville MPO Comprehensive Safety Action Plan will encapsulate the entire MPO boundary,
including the city of Greenville, the Town of Winterville, the Town of Ayden, the Village of Simpson, and
the MPO’s unincorporated boundaries within Pitt County.
SCOPE OF WORK
The City of Greenville is soliciting LOI’s for the services of a firm/team for the following contract scope of work:
PROPOSED CONTRACT SCOPE
The City of Greenville and the Greenville Urban Area Metropolitan Planning Organization shall provide all
available, existing, and pertinent documentation and data to the selected consultant. The consultant will
schedule, coordinate, and make all necessary arrangements for meetings conducted by the consultant or in
partnership with City and GUAMPO during the course of the project. This scheduling and coordination will make
every effort to ensure that no discrimination occurs with the timing of public forums, meetings, and hearings.
The consultant will take a lead role in all meetings, with GUAMPO staff assuming a supporting role during this
period.
A detailed Scope of Work is denoted the Tasks Descriptions below. Generally, the Consultant shall perform all
necessary tasks to adhere to the guidelines and reporting requirements put forth by Safety Action Plans outlined
for the Safe Streets for All (SS4A) Planning and Demonstration Grant Opportunity. This includes the
development of a comprehensive safety action plan, the supplementing of said safety action plan with eligible
planning activities, and the carrying out of demonstration activities. The demonstration activities must adhere to
measurement and reporting requirements in outlined both within the scope of work, as well as meet federal
reporting requirements associated with the SS4A grant. The work of the Consultant must satisfactorily complete
the project in compliance with the current planning requirements of the FHWA.
Task 1. Project Management
Project management will include work necessary for communication and completion of the project tasks on time
and within the set budget. The Consultant must prepare a project work plan and project schedule within 1 week
of Notice to Proceed. A project kickoff meeting will be held with the Consultant and the Client within 2 weeks of
the Notice to Proceed. The Consultant will be expected to hold monthly coordination calls with the Client
throughout the duration of the plan’s development.
The Consultant and the Client will work closely with the steering committee, which will include the traffic safety
task forces in Greenville as well as the vision zero task force in Winterville. The Client will collect information
provided by the task forces to guide the development of the plan. Additionally, the consultant will be expected to
provide meeting agendas, presentations, materials, facilitation, and summary documentation for all meetings
associated with the development of the plan.
The consultant will provide invoices in the standard format that contains the necessary information for federal
invoicing. Invoices will also be accompanied by a cover letter which highlights the work done within the time
period of the sent invoice.
The Consultant will be expected to present to the TCC and TAC a minimum of two times each; once for a status
update presentation during the plan’s preparation and once during the plan’s consideration for adoption.
Consultant will prepare all necessary meeting materials, including handouts and presentations about the
comprehensive safety action plan for the TAC and TCC meetings
Task 2. Public Involvement and Participation
Effective and comprehensive engagement is vital to the development of this plan. The Consultant will plan and
facilitate a robust engagement process with the public and relevant stakeholders throughout the various stages
of the plan. Consultant will work with the Client to develop a steering committee which will meet quarterly to
provide feedback.
Additionally, the Consultant will lead and develop the materials and facilitation of a robust public engagement
process for the plan. The engagement process is envisioned to include 3 phases, and will consist of the following
items:
• Online survey – The Consultant will prepare an online survey to coincide with the phases of public
engagement. The Consultant will identify the most appropriate survey instrument, develop survey
content, and summarize feedback received.
• Pop-up meetings – The Consultant will prepare for and facilitate 4 in-person pop-up meetings over the
life of the plan’s development, which will occur at festivals or community events. 3 meetings are expected
to occur within the first 2 phases of public engagement. GUAMPO staff will identify potential venues for
pop-up meetings. The Consultant will prepare content for each meeting, assist GUAMPO staff with
facilitating the meetings, and summarize feedback.
• Stakeholder meetings – The Consultant will conduct 5 stakeholder meetings to gather information from
key interest groups. Each meeting will be no longer than 90 minutes. GUAMPO staff will be responsible
for identifying the stakeholders. The Consultant will be responsible for facilitating these meetings, either
in-person or virtually.
• Public engagement summary – The Consultant will summarize feedback received during all phases of
the public engagement process.
The approach should be mindful of SS4A planning engagement requirements. While actual engagement
activities may be delivered by any combination of consultant staff, MPO staff, regional partners, or others, the
consultant would be expected to develop all applicable materials for public involvement.
