Project Description: Sealed Proposals will be received by Churchill Borough through PennBid until 10:30 a.m. prevailing time July 9, 2025 for the following:
GREENSBURG PIKE SCHOOL ZONE SIGNAGE
Base Bid
This project involves the installation of mast arms and flashing school zone signs along Greensburg Pike; traffic control; and all associated restoration, complete in place.
Add Alternate Bid No. 1
This project involves the installation of a radar speed feedback sign along Greensburg Pike; traffic control; and all associated restoration, complete in place.

All proposals must be submitted electronically via PennBid (www.PennBid.net), before 10:30 a.m. prevailing time on July 9, 2025. At that time, bids will be opened with results displayed publicly on PennBid.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Churchill Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.
The Churchill Borough Council reserves the right to waive any bid informalities or to reject any or all bids. If more time is necessary for the determination of the lowest responsible bidder, the Churchill Borough Council reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted. Such date will be publicly announced immediately after the bids are opened.
