General Notice
THE PROJECT SPONSORS OF VILLAGE OF SAUK CITY & DANE COUNTY (IN PARTNERSHIP WITH SAUK COUNTY, WISCONSIN) are requesting Bids for the construction of the following Project:
GREAT SAUK STATE/WALKING IRON TRAIL – BRIDGE & TRAIL IMPROVEMENTS

The Project Sponsors, Village of Sauk City, WI and Dane County, WI, will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (QuestvBid) for the construction of GREAT SAUK STATE/WALKING IRON TRAIL – BRIDGE & TRAIL IMPROVEMENTS until 2 p.m., November 5, 2024. All bids will be downloaded and publicly read aloud during a virtual public bid opening that will be held at the day and time of the bid closing. All plan holders will receive information via Quest on how to join the virtual meeting prior to the bid opening.
The work for which bids are asked generally includes:
The combined project includes two (2) unique, adjacent projects. These projects will be bid/awarded as a single combined project and awarded to a single contractor. Due to WisDOT TAP funding and sponsor administrative requirements, separate construction contracts (Contract 1 & Contract 2) will be issued via each Project Sponsor to the successful bidder as listed below.
Contract 1: Village of Sauk City Sponsorship – WisDOT Construction ID 5852-00-75
Construction of a new multi-modal, prefabricated steel truss bridge (with safety mesh features), decorative gateway features, construction access work, and surface/pavement restoration. These work items will include but not be limited to: removals, excavation for structures, concrete masonry bridges, prefabricated steel truss pedestrian bridge, Cast-In-Place (Pipe Pile), drilled shaft, backfill structure type A, excavation common, base aggregate dense, polymer overlay, steel and timber rail, asphaltic surface, concrete trail, concrete curb & gutter, structure lighting, clearing and grubbing, erosion control, restoration, signing, pavement marking, and all incidental items necessary to complete the work as shown on the plans and included in the project manual and contract.
Contract 2: Dane County Sponsorship – WisDOT Construction ID 5666-00-78
Rehabilitation of an existing rail bridge structure to accommodate multi-modal use, concrete retaining walls, and connecting trail and construction access work. These work items will include but not be limited to: removals, bridge rehabilitation, timber bridge construction, excavation for structures, backfill structure type A, concrete masonry bridges, concrete masonry retaining walls with piling, excavation common, base aggregate dense, asphaltic overlay, steel and timber rail, asphaltic surface, concrete trail, polymer overlay, concrete surface repair, clearing and grubbing, erosion control, restoration, , and all incidental items necessary to complete the work as shown on the plans and included in the project manual and contract.
The anticipated substantial completion date is April 24, 2026 and final completion date May 18, 2026.

Bidding Documents are available for download from QuestCDN at www.questcdn.com . You may download the digital plan documents for $45 by inputting Quest eBidDoc #9190236 on the website’s Project Search page. Please contact QuestCDN at 952-233-1632 or contact by email at info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Prospective Bidders are urged to register with QuestCDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. QuestCDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through QuestCDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than QuestCDN.
Mandatory Pre-bid Conference: A mandatory pre-bid conference for the Project will be held on October 28, 2024 at 1 P.M. at the Sauk Prairie Area Chamber of Commerce, 109 Phillips Blvd, Sauk City, WI 53583. Project overview and bidder Q&A session will be facilitated and then the group will progress to review the project site. Bids will not be accepted from Prime Bidders that do not attend the mandatory pre-bid conference.
No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.
No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.
To demonstrate Bidder’s qualifications to perform the Work, Bidder must be listed on the current version of the Wisconsin Department of Transportation Prequalified Contractor’s list ( https://wisconsindot.gov/hccidocs/prequal.pdf ). The prequal certification on the list must be unexpired.
A statement of Affirmative Action is required per form FHWA 1273 under II.1.b. The contractor will accept as his operating policy the following statement: “It is the policy of this Company to assure that applicants are employed, and that employees are treated during employment, without regard to their race, religion, sex, color, national origin, age or disability. Such action shall include: employment, upgrading, demotion, or transfer; recruitment, or recruitment advertising; layoff termination; rates of pay or other forms of compensation; and selection of training, including apprenticeship, pre-apprenticeship, and/or on the job training.
An Affidavit of Non-Collusion is required to be filed with the bid stating the following: “This certifies that the undersigned bidder, duly sworn, is an authorized representative of the firm named above; that the bidder has examined and carefully prepared the bid from the plans and specifications and has checked the same in detail before submitting this proposal or bid; and that the bidder or agents, officer, or employees have not, directly or indirectly, entered into an agreement, participating in any collusion, or otherwise taken any action in restraint of free competitive bidding in connection with this proposal/bid.
Commitment to prime contractor performance of at least 30 percent of the original contract amount is required.
DBE requirements of Wis DOT 49 CFR part 23 for this project is Discretionary. All required documentation shall be submitted at the bid opening.

The project is federally funded in part by the Wisconsin Department of Transportation – Transportation Alternatives Program (TAP). Federal Wage Rates (Highway) apply.
The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates. Federal wage rates can be found at https://sam.gov/content/wage-determinations . Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening.
OWNER (PROJECT SPONSORS) reserves the right to waive any informalities or to reject any or all bids.
