The following summarizes revisions to the Bid Documents included in Addendum No. 01 for the
Great River Park Improvement Project (Bid No. 26-05).
The bid opening date is revised to THURSDAY, MAY 7, 2026, still at 11:00 AM at the
Purchasing Department. See the revised Invitation to Bid (attached)
On Wednesday, April 1, 2026, the pre-bid meeting was held at the Welling Conference Room in
Town Hall. The pre-bid sign-in sheet is attached to this addendum.
Responses to questions include the following:
Question #1: There appear to be trees already removed that are proposed on the plans to be
removed. How should that be addressed?
Answer #1: Riverfront Recapture, as part of its daily park operations and maintenance
program, removed dead, damaged, and diseased trees within the project area after the
construction documents were completed. Bidders shall field verify the actual numbers of
trees to be removed based on existing conditions in the field.
Question #2: It appears the fishing dock and floating docs will range from -3 to -6’ under water.
Has a permit been pulled to allow contractors to install a temporary coffer dam around the work
area? We will need to shore the cast in place dock caps and will require solid ground to install
shoring. If we can’t install a coffer dam is the thought that this work will be done off barges?
Please advise.
Answer #2: A cofferdam was not included in the design and permitting. Piles are to be
driven using a land-based crane with work boats and floats for access. Forms for pile cap
concrete are to be temporarily supported by welding or clamping temporary supports to
the steel piles.
The Owner Obtained Permits (in Volume 3) are based on technical requirements and
conditions that may not appear in the final permit approval document. The following
restrictions were incorporated into the State and Federal permits as a basis for the
approvals and shall govern other information in the Bid Documents:
• Time of Year Restriction: Pile Driving Not Allowed from Dec. 1 thru June 30th.
• Crane must be land-based. Barge mounted crane is not allowed.
• Pile Driving must be performed using Vibratory Methods only.

• Work Boats (Crew Support Vessels) are permitted but permits limit the number to a
maximum of 2 boats.
Question #3: Please refer to drawing G-105 for the 8' wide x 550' long walkway on pavement to
pass through staging area. Under what pay item is this covered? Is this temporary or permanent
work.
Answer #3: Drawing G-105 calls for the establishment of a minimum 8-foot-wide
pedestrian bypass using the existing pavement. There is no separate pay item for this
temporary pathway. Costs associated with this item, as well as other temporary access
and staging items, should be included in Pay Item 015000-1 Mobilization as per the
description contained in Specification 01 50 00 Temporary Facilities and Controls.
Question #4: Please reference pay item 355113-01 Timber Floats 1 LS. Drawing C-007 implies
(1) float 25-6 x 8 is to be replaced. Drawing C-004 implies (2) floats are to be replaced.
Drawing C-009 shows a 25-6 float and a 30-0 float. Please confirm two new floats are required.
Answer #4: Drawing C-004 and Drawing C-007 (Detail A/5) both call for 3 new floating
dock sections. also shows 3 new Timber floats. Drawing C-009 Details, A, B, C include
dimensions and details for all 3 floats (25’-6” long; 5’ long; and 30’-0” long). Pay Item
355113-01 Timber Floats includes all 3 floating dock sections (Timber Floats) in this
Lump Sum Item.
Question #5: Please reference Drawing E-1 and Drawing E-2. Is this contractor responsible to
install conduit between light poles? What size conduit is called for? Buried to what depth? Are
we responsible for furnishing junction box? Under what pay item is work paid under?
Answer #5: All electrical work required for a complete lighting installation as shown on the
project drawings shall be included in either Pay Item 260000-1, 260000-2, or 260000-3. There
are no other pay items for electrical work required to complete the lighting installations shown
on the drawings (see possible exception in Response C below regarding New Poles on
Existing Foundations).
A. Lighting Overview Plan C-100 calls for installation of 11 new light poles on new
foundations north of the Founders Bridge. These 11 new light poles with new foundations
require installation of new conduit and cable, all associated hardware, (including junction
boxes), and connections to the power source all in a code compliant manner. See Drawing
E1 Work Notes and General Notes for conduit and cable sizes and other details. All such
costs shall be included in Pay Item 260000-2. Per details on Drawings E3 and E4, burial
depth for conduits shall be 2’-0”.

B. See Drawing E2 for show details for the new Fishing Pier Light and Pole. All such costs
required to complete this installation shall be included in lump sum Pay Item 260000-1.
C. Lighting Overview Plan C-100, calls for 7 Existing Light Poles nearest the Boat Ramp to
be replaced by 7 New Light Poles on the Existing Foundations. Per Drawing E1 Note 1.2
under Additional Scope of Work, the existing conduit and cable for these 7 lights shall be
assumed (for bidding purposes) to be serviceable and able to energize the new lights with
routine electrical appurtenances, splices, connections, etc. in a code compliant manner.
Note 1.2 also requires that the contractor prepare an inspection report noting any
deficiencies that would preclude connection of the existing electrical system to the new
light poles, along with an itemized cost of remediation (corrective work) needed. This
corrective work, if found necessary, will be considered an additional expense to be
compensated as a negotiated change order.
Question #6: Please refer to drawings E-3 and E-4. We have three pay items: 260000-1,
260000-2 and 260000-3 please specify what type (size) of foundation is required with each pay
item.
Answer #6: The Foundation detail shown on Drawing E3 pertain to all new light pole
foundations, except the Fishing Pier Light Pole (see Note 9). This cost should be included in
lump sum Pay Item 260000-2. The Foundation detail shown on Drawing E4 shall be used
for the New Fishing Pier Light Pole only (see Note 9) and cost shall be included in lump sum
Pay Item 260000-1.

GREAT RIVER PARK IMPROVEMENT PROJECT
Work under this contract includes waterfront construction consisting of demolition of existing
structures, new fishing pier, support piles, new floating dock sections, electrical lighting, a scenic
overlook, landscaping, and minor concrete repairs in the Town of East Hartford, CT. It also includes
other appurtenant work such as maintenance and protection of vehicular traffic and pedestrian access
within Great River Park.
Proposals may be mailed to the Purchasing Agent, Town of East Hartford, 740 Main Street, East
Hartford, Connecticut, 06108 by USPS, FedEx, or UPS, or delivered in person to the Office of the
Purchasing Agent, at East Hartford Town Hall, 740 Main Street, East Hartford, Connecticut,
06108.
Sealed Bids will be received at the office of the Purchasing Department, 740 Main Street, East Hartford,
CT 06108 until Thursday, May 7, 2026 at 11:00 AM at which time and place said bids will be opened
publicly and read.
The Town will conduct a NON-MANDATORY PRE-BID MEETING on Wednesday, April 1, 2026 at
10:00 AM in the Welling Conference Room, 2nd Floor, East Hartford Town Hall, 740 Main Street.
IN ORDER TO BE CONSIDERED AN OFFICIAL PLAN HOLDER AND ELIGIBLE BIDDER FOR THE
PROJECT, THE PURCHASING AGENT MUST RECEIVE AN EMAIL indicating interest in bidding,
company information, and main contact information on, or before, Monday, April 27. All companies
that send a representative to the non-mandatory pre-bid meeting or register on the Town’s website to
download the documents will also be considered an official plan holder eligible to bid the project.
Requests for information (RFIs) will be accepted via email to the Purchasing Agent on or before
Thursday, April 23, 2026.
Drawings and Specifications will be available for review at the office of the Purchasing Agent, East
Hartford Town Hall, 740 Main Street, East Hartford, CT. (Between the hours of 8:30 am to 4:30 pm,
Monday through Friday) and on the Town of East Hartford's Purchasing Website:

Bid security in the form of a 5% bid bond, payable to the Town of East Hartford, is required of all
bidders and a 100% Performance Bond will be required of the awarded bidder.
This contract is subject to state set-aside and/or contract compliance requirements.
The Town reserves the right to reject any or all bids, or any part of all bids, to waive any informality,
and reserves all other rights as detailed in the Contract Documents when such action is in the best
interest of the Town. The Town is an equal opportunity employer. Contractor must comply with all
