The Early Learning Coalition of Osceola County (“the Coalition”) is soliciting quotes for Grant Development
Services.
To select a vendor, the Coalition will request a quote for goods and services based on the specifications listed in
(Attachment A). All quotes received will be evaluated based on experience and qualifications.
The selected vendor will be required to enter into an agreement with the Coalition to guarantee the
specifications listed, as well as to ensure adherence to all applicable state and/or federal laws.
1. General Information
The Early Learning Coalition of Osceola County is a nonprofit organization dedicated to ensuring early care
and education for children in Osceola County. Created in 2000, the Early Learning Coalition is one of 30 like
agencies that serve all 67 counties in the state of Florida and distributes both the Federal Child Care and
Development Block Grant (“CCDBG”) and State based VPK dollars to a diverse group of childcare providers.
Through a variety of affordable and innovative early education and voluntary prekindergarten programs,
the Early Learning Coalition serves more than 7,000 children from birth to 12 years old and their families.
The Early Learning Coalition’s mission is to promote highquality school readiness, voluntary pre
kindergarten and after school programs, that further the physical, social, emotional, and intellectual well
being of Osceola County children, with a priority toward ages from birth through age five.
2. Scope of Work
The proposer shall, in a proper and satisfactory manner, provide all the goods and services set forth in
(Attachment A).
3. Quotes Submission Instructions
Organizations intending to respond to this Request for Quotation (RFQ) are requested to submit their
quotations via e-mail to cgarcia@elcosceola.org no later than August 21, 2026, by close of business (4:00 PM
EST). The email subject line must include the RFQ number and title.
SUBMISSION RESPONSIBILITY AND RECEIPT
RESPONDENTS ARE RESPONSIBLE FOR ENSURING THAT ALL QUOTES SUBMITTED TO THE COALITION, INCLUDING
INQUIRIES, ARE RECEIVED AT THE DESIGNATED LOCATION AND PRIOR TO THE SPECIFIED DATE AND TIME.
ANY QUOTE NOT RECEIVED BY THE COALITION AT THE SPECIFIED LOCATION AND BY THE STATED DEADLINE,
REGARDLESS OF ANY REASON, INCLUDING BUT NOT LIMITED TO TRANSMISSION ERRORS, DELIVERY ISSUES, OR
TECHNICAL DIFFICULTIES WILL BE CONSIDERED LATE AND WILL NOT BE EVALUATED.
THE COALITION WILL PROVIDE AN ACKNOWLEDGMENT EMAIL FOR QUOTES RECEIVED. RESPONDENTS ARE
ENCOURAGED TO FOLLOW UP WITH THE COALITION IF AN ACKNOWLEDGMENT IS NOT RECEIVED WITHIN A
REASONABLE TIME AFTER SUBMISSION, IN ORDER TO CONFIRM THAT YOUR QUOTE HAS BEEN SUCCESSFULLY
RECEIVED. SUCH FOLLOW-UP IS FOR ADMINISTRATIVE PURPOSES ONLY AND WILL NOT IMPACT THE EVALUATION
OR RESPONSIVENESS OF THE REPLY.

5. Evaluation Process
The Coalition shall conduct a comprehensive review of the responses to the solicitation by convening a quote
evaluation committee based on the evaluation criteria set in (Exhibit 1).
Selected vendor(s) will be awarded through written notice to qualified and responsive Proposer(s) who(se)
quote is determined to be most advantageous to the Coalition, taking into consideration price, quality, and
other criteria.
Multiple bids may be selected to best provide the goods and services and to meet the goals outlined in the
Scope of Work for this RFQ.
6. Evaluation Criteria
Each quote will be evaluated based on the following criteria:

Expertise/Experience
Availability of Resources
Value of Product/Services
7. Contract
If the contract terms are not accepted, we reserve the right to proceed with the next highest-scoring vendor
who best meets the RFQ criteria and aligns with the needs of our agency. If any subsequent vendor also
declines the terms, we reserve the right to cancel this RFQ and reissue it to solicit additional quotes.
A professional services agreement will be negotiated for any work to be performed as a result of this RFQ. This
RFQ alone is in no way an agreement, obligation, or contract and in no way is the Coalition responsible for the
cost of preparing the quote. One copy of the quote will be retained for official files and become a public record.
The initial term of the agreement shall be September 1, 2026 through June 30, 2027. The agreement may be
renewed for up to three (3) additional one-year periods, contingent upon satisfactory performance and the
availability of funding, at the sole discretion of the Early Learning Coalition of Osceola County.
Please see attached Terms and Conditions (Exhibit 2) for review, if the undersigned shall be awarded this
contract, the undersigned must execute the terms and conditions attached to this RFQ.

1. Purpose

2. Background
The Coalition is a nonprofit organization dedicated to developing and implementing high-quality early
learning services that increase learning for young children and help families access child care, Voluntary
Prekindergarten, School Readiness, Child Care Resource and Referral, early literacy opportunities, and
provider supports. To expand, strengthen, and sustain services already aligned with its mission and strategic
priorities, the Coalition seeks additional grant funding that supports existing and planned programmatic
work, family and provider services, community initiatives, and organizational capacity.
3. Strategic Goals
1. Identify appropriate public, private, corporate, and philanthropic grant opportunities aligned with
Coalition funding priorities.
2. Create and maintain a practical grant application calendar that supports proactive planning, internal
coordination, and timely submissions.
3. Increase the Coalition’s capacity to submit multiple high-quality grant applications during the
contract period.
4. Leverage the knowledge and support of the CEO, Executive Assistant, program staff, and Grants
Committee to develop competitive proposals.
5. Strengthen the Coalition’s grant readiness, documentation, and internal grant development systems.
4. Required Services
The selected contractor will provide funding opportunity research, strategy, proposal writing, coordination,
and submission support to the Chief Executive Officer and designated Coalition staff. The engagement is
intended to be practical, organized, and results-oriented, helping the Coalition build a reliable funding
opportunity pipeline, prepare strong applications, coordinate internal inputs, and submit proposals that
support programmatic and operational needs.
5. Scope of Services
Onboarding and Discovery Phase: Begin the engagement with a structured onboarding and discovery
process to assess the Coalition’s grant readiness, funding priorities, existing materials, internal
workflows, data sources, stakeholder roles, and capacity needs. This phase should include review of
current documents, meetings with key staff, identification of immediate and long-term funding
needs, and recommendations to guide the grant development work plan.
Grant Research and Opportunity Identification: Research and identify grant opportunities that align
with the Coalition’s current work, approved funding priorities, existing programs, services,
operational needs, and strategic goals. The contractor should prioritize opportunities that support
or expand work the Coalition is already undertaking or has identified as a strategic need, rather than
pursuing unrelated new initiatives.
Grant Application Calendar: Create and maintain a grant application calendar that includes
deadlines, eligibility requirements, priority level, internal preparation timelines, required
attachments, portal requirements, and recommended decision points.
Calendar Management and Coordination: Manage the grant calendar in coordination with the CEO,
Executive Assistant, program staff, and Grants Committee to ensure timely planning, drafting, review,
approval, and submission.
Portal Account Coordination: Work with the CEO and Executive Assistant to identify required grant
portals, coordinate creation or updating of portal accounts, collect needed organizational
information, and maintain clear records of login ownership and submission requirements.
Grant Writing and Application Development: Draft, edit, assemble, and refine grant applications,
letters of inquiry, narratives, attachments, and supporting materials in alignment with funder
requirements and Coalition priorities.
Internal Input and Review Process: Leverage the knowledge of agency leadership, program staff,
fiscal staff, and the Grants Committee to gather program descriptions, data, outcomes, budgets,
implementation plans, and other information needed for competitive proposals.
Submission Organization: Organize the submission process for each approved grant opportunity,
including checklist development, assignment of internal tasks, draft timelines, quality control, final
review coordination, and submission support.
Grant Readiness Support: Recommend improvements to standard grant materials, organizational
descriptions, program summaries, outcome language, data points, and document organization to
support future applications.
Grant Resource Library: Create a standard organizational narrative, mission and vision statements,
program descriptions, staff biographies, board information, standard outcomes, frequently
requested statistics, community needs statements, organizational timeline, etc.
6. Key Deliverables
Onboarding and discovery summary documenting assessed funding priorities, grant readiness
needs, existing materials reviewed, internal roles and workflows, key information gaps, and
recommended next steps.
Initial funding opportunity work plan identifying approved funding priorities, current programs,
planned initiatives, operational needs, internal stakeholders, and recommended proposal pursuit
strategy.
Grant prospect research list identifying approximately 1525 aligned funding opportunities that
support current Coalition work, approved priorities, existing programs, planned initiatives, or
operational capacity needs, including funder names, application deadlines, eligibility notes, funding
amounts when available, priority level, and recommended next steps. Existing Coalition research
may be incorporated and expanded as part of this deliverable.
Grant application calendar with internal milestones for planning, drafting, review, approval, portal
preparation, and submission.
Ongoing calendar management updates and regular status reporting to the CEO and designated
staff.
Portal account coordination tracker identifying required portals, account status, organizational
information needed, and submission requirements.
Development, preparation, and/or submission support for approximately 46 prioritized grant
applications, letters of inquiry, or similar funding requests during the contract period, with writing
and review support from the CEO, program staff, fiscal staff, and Grants Committee as appropriate.
Grant submission checklists and internal task assignments for each prioritized application to
support timely contributions from Coalition staff and the Grants Committee.
Meeting agendas, notes, or follow-up items for grant planning meetings with the CEO, Executive
Assistant, program staff, and Grants Committee.
Final summary of funding opportunities researched, applications submitted or prepared, pending
deadlines, materials developed, and recommendations for continued funding opportunity planning
and proposal support.
Creation of a grant resource library to build basic grant writing sustainability within the organization
