INTRODUCTION
The Kent County Purchasing Division

on behalf of the City of Grandville is solicing bids for East End
Gateway Project located at 3830 Chicago Drive SW, Grandville, MI. This project includes creang a
community green space and compleng safety improvements at the intersecon of Otawa Avenue,
Crystal Street, and Chicago Drive. The community green space includes new sidewalk, benches, trash
and recycling receptacles, seat wall, bike rack, dumpster enclosure, and bollard lighng. Safety
improvements include curb reconstrucon and associated drainage improvements, street resurfacing,
relocaon of pedestrian crosswalks, and revised pavement markings near the intersecon and along
Chicago Drive in each direcon. The allowable on-site construcon period for this project starts
September 8, 2026 with desired final compleon on or before October 30, 2026.
BID OPENING
The sealed submissions will be publicly opened and read aloud by the Kent County Purchasing Division.
Kent County Purchasing Division will conduct public openings via teleconference. Click here to join the
public opening.
SCOPE
Dimensions, if furnished, are for general reference only and should be verified by Respondent.
Kent County will award and contract for the goods and services in this Solicitaon in an efficient and
mely manner. In no event will noficaon of award be more than 45 days from the date of submission.
Kent County will evaluate responsive submissions for both all-inclusive project cost and by individual line
item. Kent County reserves the right to award to mulple Respondents, one Respondent for the enre
project, or reject any or all submissions. Kent County, in its sole discreon, reserves the right to weigh

any and all factors in the decision and award to the Respondent(s) deemed most advantageous to Kent
County.
The Kent County Standard Submission Terms posted on the Bid Opportunies page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.
CONSTRUCTION AGREEMENT
The included AGREEMENT FOR THE PROVISION OF CONSTRUCTION SERVICES (Appendix D) template will
be used as the contact for this project. This Agreement will be executed by the winning Bidder, the local
agency, and Kent County following the Award of this Bid. By subming a bid, the Bidder acknowledges
it has reviewed and accepts all terms and condions provided for in the Agreement.

A non-mandatory pre-submission conference is scheduled for this Solicitaon. Atendee should arrive a
minimum of 5 minutes before the conference scheduled date and me to sign-in. Atendee will not be
allowed to sign in aer the conference has commenced at mandatory meengs and is disqualified
from parcipang in this Solicitaon.
The conference provides equal opportunity to seek clarificaons and inspect the locaon (if applicable).
Atendee shall have fully reviewed all Solicitaon documents and correspondence prior to the
conference. Atendee is responsible for taking meeng notes and shall be an employee or authorized
reseller of the Respondent with requisite knowledge, skill, and abilies to parcipate.
FEDERAL LABOR STANDARDS PROVISIONS
The Federal Labor Standards Provisions outlined in U.S. Department of Housing and Urban Development
(HUD) Form HUD-4010, available at:
htps://www.hud.gov/program_offices/administraon/hudclips/forms/hud4, are hereby incorporated by
reference into this Solicitaon. The Contractor and all Subcontractors, at any er, must comply with
these provisions.
The applicable U.S. Department of Labor Wage Determinaon for this project is atached. Compliance
with the Davis-Bacon Act, as required under the Federal Labor Standards Provisions, is mandatory. (See
Appendix A - General Wage Determinaon.)

PAYROLL REPORTING
This contract requires the use of a prevailing wage and labor compliance system for all prevailing wage
documentaon. Contractor is required to ulize LCPtracker to input all required weekly cerfied payroll
documentaon and update this documentaon throughout the execuon of the contract. Contractor
must coordinate all electronic document submitals including documentaon supplied by
subcontractors, suppliers, fabricators, etc. Access to LCPtracker is provided at no cost to the
Contractor. A tutorial for LCPtracker can be found through the website www.lcptracker.com.
PROJECT SIGNAGE
A project sign is to be installed in a prominent and accessible locaon at the project work site to inform
the public of project acvity and to post required noces outlined in the Federal Labor Standards. The
project sign is to be maintained in good condion throughout the enre construcon period. Format
and size requirements are to be provided by Kent County. (See Appendix B - Project Sign)
CONTRACTING WITH SMALL BUSINESSES, MINORITY BUSINESSES, WOMEN'S BUSINESS ENTERPRISES,
VETERAN-OWNED BUSINESSES, AND LABOR SURPLUS AREA FIRMS
Bidders are encouraged to establish delivery schedules and divide total requirements, when
economically feasible, into smaller tasks or quanes to permit maximum parcipaon by small
businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor
surplus area firms in compliance with 2CFR 200.321. Kent County encourages bidders to use small
business associaons, minority business development groups, and local organizaons when solicing
potenal subcontractors for this project.
FEDERAL SYSTEM FOR AWARD MANAGEMENT (SAM)
Each Contractor and sub-contractor(s) shall maintain an acve Unique Enty ID (UEID) with the Federal
SAM registry (htps://www.sam.gov) at all mes during the project. Contractor must provide list of all
sub-contractors, contact details, and acve UEID to Kent County following award. Contractor must
provide proof contractor has iniated or completed the registraon of the assigned UEID within seven
(7) days of Bid closing. If sufficient proof is not received within seven (7) days of Bid closing, Kent County
may deem Contractor's bid Non-Responsive. Projects will not be awarded unl UEID registraon is
complete.
FUNDING SOURCE
This Project is funded, in whole or in part, by funds received through a federal grant requiring
compliance with the Federal Uniform Guidance rules. 2 CFR Part 200. Respondent shall warrant and
cerfy that, in the performance of the resultant agreement, it has complied with or will comply with all
applicable statutes, rules, regulaons and orders of the United States, including laws and regulaons
pertaining to labor, wages, hours and other condions of employment. Federal funding requires
compliance with the Build America, Buy America Act mandate for domesc content procurement
preferences as listed in Appendix C. Contract requirements also include, but are not limited to, the

Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent County
employees.
BID BOND
No Bid Bond is required if Respondent's offer is less than $500,000. If the offer is withdrawn aer
Solicitaon opening, Respondent may be removed from the Bidder's List ("Vendor Registraon")
pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods and
Services secon D.13 Failure to Perform Sasfactory.
Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable
to County of Kent for 5% of the total amount of the offer. Atorneys-in-fact who sign Bid Bonds, Payment
Bonds or Performance Bonds must file a cerfied dated copy of their Power of Atorney. A cerfied
check, bank dra, cashier's check, or negoable U.S. Government bond (at par value) may be submited
In lieu of a Bid Bond. Personal checks are NOT acceptable.
If requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2
business days of request. Bid Bonds of unsuccessful Respondents will be returned aer the Solicitaon is
awarded. The Bid Bond of the successful Respondent will be retained unl the contract is fully executed
by all pares involved.
PERFORMANCE AND PAYMENT BOND
Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each
payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a
corporate surety approved by the funding agency, for the faithful performance of the contract.
REQUESTING AGENCIES
This Solicitaon is issued in collaboraon with the named local governmental agencies. The Solicitaon
terms and condions apply on behalf of the local agencies unless otherwise waived by an authorized
agent. For the purposes of this Solicitaon, the term "Kent County" or "County" shall include all named
local governmental agencies unless specifically stated otherwise.
Each local agency reserves its right to award at its sole discreon without regard to the terms and
condions in this request. Each local agency is independently and solely responsible for the awards each
local agency accepts. Awards made by Kent County for Kent County shall state the award is a Kent
County award for which Kent County is responsible.

WARRANTY
All goods shall consist of the original manufacturer warranty in addion to any other warranes specified
in this Solicitaon. Respondent shall execute all documents necessary to transfer applicable express
warranes to Kent County. The Respondent shall not disclaim any warranty recognized by Michigan law
including the Warranty of Merchantability or the warranty of Fitness for a Parcular Purpose.
INVITATION FOR BID/RFQ SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/me specified by the designated clock (local me). Late, faxed, or emailed responses will NOT be
considered.
Submissions may be submited electronically on the Bid Opportunies page of the Kent County
Purchasing Division's website. Respondent must include a complete submission as 1 non-password
protected PDF document.
Respondent shall submit its response using the Work Write-Up Form provided with this solicitaon
posted on the Bid Opportunies page of the Kent County Purchasing Division's website. Click the Submit
Online icon to submit electronically or to print the Submission Form. Respondent must submit the Bid
Bond with Submission Form.
The me required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including all technological difficules, and deems the County and its service
provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's
email. Respondent shall view the link in the confirmaon email to determine accuracy prior to due
date/me.
Submissions that deviate from the Solicitaon specificaons will only be considered if the deviaons are
clearly detailed and noted within the submission. In case of a dispute regarding the true intent and
meaning of the specificaons, Kent County's interpretaon will prevail. When a Solicitaon states no
alternates, no deviaons are permited.
Kent County is not liable for cost incurred prior to award. A submission shall constute an irrevocable
offer for a period of 45 days from the due date/me. In the event the noficaon of award is not made
within 45 days from the due date/me, the Respondent may withdraw or provide a writen extension of
their submission.
Submissions may only be withdrawn by writen request if the request is received before the due
date/me. Withdrawals aer opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
