Description:

Grand County, Colorado (“County”) is seeking assistance with planning services for project work under the recent Economic Development Administration (“EDA”) funding awarded to Grand County to complete a feasibility study for an outdoor recreation equipment manufacturing facility, or others as identified through the study, for Grand County, Colorado (“Project”). Upon completion of the Project and findings, the next steps will include seeking EDA funding to advance toward the construction of the facility. This Request for Qualifications (“RFQ”) is to select a qualified consulting firm or team (“Consultant”) that will support the following feasibility study tasks:

Location Alternatives
Market Demand
Financial Capacity
Benefit Assessment
Implementation and Management Plan

The following information should be included under the title, “Request for Qualifications for Grand County Consultant Services: GRIP Feasibility Study”:
1.        Name of Respondent;
2.        Respondent’s mailing address;
3.        Respondent’s telephone number;
4.        Respondent’s federal tax identification number; and,
5.        Name, title, mailing address, telephone number, and email address of the contact person authorized to contractually obligate the Respondent.

SCOPE OF SERVICES
The services to be provided shall include, but are not limited to:
Site Evaluation
The feasibility study shall assess sites throughout Grand County through stakeholder input and site location exploration.

Location Alternatives
The feasibility study shall evaluate up to five site options, including locations, utilities, and access within Grand County. Optimal size, layout, and related development costs will be explored for each to better understand the requirements of the facility.

Market Demand
The feasibility study shall establish the market demand for outdoor recreation manufacturing, and possibly other manufacturing and production, facilities, and identify the community resources available to support the Project.

Financial Capacity
The feasibility study shall identify the financial strategy for the facility to operate and reach a positive cash flow.

Benefit Assessment
The feasibility study shall identify the community benefits the proposed facility will provide to Grand County through jobs created and private investment.

Implementation and Management Plan
The feasibility study shall establish a proposed implementation and management plan that aligns with the findings of the feasibility study and will outline the steps, costs, staffing plan, performance plan, tenant policy, and development schedule.
