The Community Priorities Fund, a fund of the Grand Foundation was established by the Grand County Board of County Commissioners (BOCC) because of the 1A ballot measure that was approved in November 2024, as a result of Colorado HB 22-1117. This allowed for the expanded uses of lodging tax revenue to also support childcare and housing for the local workforce, as well as to facilitate and enhance the visitor experiences. The BOCC believe the citizens and residents of Grand County would be better served if a portion of the lodging tax revenue went to these needs. The approved ballot language allowed that no less than 30% of the new lodging tax revenue would be allocated for the community needs and that no less than 50% be allocated for advertising and market of local tourism. The remaining 20% would be allocated during the annual budget appropriations each year. For 2025, the BOCC decided to allocate the 20% to the community priorities fund. Ultimately resulting in;

In January of 2025, the BOCC and the Grand Foundation approved the creation of a Field of Interest Fund for these monies.

There will an online granting platform used by the Grand Foundation for the applications. For 2025, there will be one deadline (this is due to when tax revenue will start to come in). In future years, there will be 2 annual deadlines, one in the spring and one in the fall. For 2025 the grants will open on Friday August 1, 2025, with a due date of Friday September 5, 2025. Decisions will be made by Tuesday September 23, 2025.

At a minimum for 2025, 20% of the tax revenue will be held and not awarded out, to build the fund balance for 2026 and beyond. The estimated revenue in 2025 is approximately $500,000.

Grand County Government – 1 Representative (could be staff or an elected official)

Commissioners appoint three (3) Community Members (one from each Commissioner District). Community Members should be employed nor on a Board of an organization that could apply to the fund and receive a grant.
