GPS Vehicle Tracking and Backup Cameras for City Vehicles

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”) is requesting proposals from responsible and responsive qualified Proposers to deliver and implement Global Positioning System (GPS)/Automatic Vehicle Location (ALV) (“GPS/AVL”) devices to track and monitor approximately 350 trucks and vehicles of the City’s fleet vehicles. The Proposer shall also provide backup cameras for approximately 350 trucks and vehicles. The GPS/AVL devices and backup cameras should be turnkey equipment that have been successfully deployed in other government agencies and utility fleets. The GPS/AVL devices must integrate with original equipment manufacturer (OEM) onboard vehicle computers to provide real time telematics and tracking data.

Proposals for this project will be received until 2:00 p.m. CT on Wednesday, December 4, 2024, at which time the proposals received will be publicly opened in City Hall, Lower Level, Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.

Non-mandatory Pre-bid Meeting

A non-mandatory pre-bid meeting for this project will be held on Wednesday, November 13, 2024 at 2:00 p.m. CT at the City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, FL 32401. Attendance at the pre-bid meeting is encouraged but not required.

No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids.

The City shall accept the Bid of the responsive and responsible bidder that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

The City reserves the right to negotiate with one or more proposers, to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract and/or lease or other agreement deemed to be in the best interest of the City.

The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this RFP. The City reserve the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
