Summary

The City of New Haven is requesting qualifications from a multi-disciplinary team that includes, at a minimum, design, development, and financial consultants with proven experience in adaptive reuse of historic buildings within the context of neighborhood revitalization. The team should also be experienced in community-driven planning processes and have a commitment to integrating climate and equity considerations into projects. This RFQ pertains to the redevelopment of the Goffe Street Armory, located in the Dixwell neighborhood of New Haven, as well as the surrounding district.

The Goffe Street Armory is a 160,000 square foot architectural landmark owned by the City of New Haven and located in the heart of the Dixwell neighborhood. Constructed in 1915, it has served as a significant civic space for over a century and is recognized on the National Register of Historic Places and the Connecticut Freedom Trail for its role in the Civil Rights Movement and Connecticut’s Black history. The community views its adaptive reuse as a catalyst for inclusive neighborhood revitalization and an opportunity to create a vibrant, community-centered destination.

The redevelopment of the Goffe Street Armory will be centered on three core elements based on extensive community outreach and advocacy led by the Armory Community Advisory Committee (ACAC) community group:

  1. Career-Connected Tech School – Led by the City of New Haven’s Board of Education, this space will support workforce development and educational initiatives.
  2. Affordable Housing – Led by the City of New Haven Housing & Administrative Services staff, the project will integrate housing options as part of a mixed-use redevelopment.
  3. Community Use(s) – To be determined through continued community engagement, ensuring the project aligns with neighborhood priorities with public / community-focused programming and users.

To be successful, the City and ACAC are looking for a consultant team that can synthesize and organize the plan with suitable detail to support each of the team leads above as we work to renovate and re-open the Armory in a timely manner.
