SERVICES FOR PUBLIC PARTICIPATION PLAN
RFP NO. 2025-0185-GM/TJ
Santa Fe County requests proposals from qualified vendors or firms to provide qualified
consultants to prepare and implement a Public Participation Plan. All proposals submitted
shall be valid for ninety (90) days subject to action by the County. Santa Fe County reserves the
right to reject any and all proposals in part or in whole. A completed proposal shall be submitted
in a sealed container indicating the proposal title and number along with the Offeror's name and
address clearly marked on the outside of the container. All proposals must be received by 2:00PM
on Wednesday, March 19, 2025, at the Santa Fe County Purchasing Division, 102 Grant
Avenue, (First Floor), Santa Fe, NM 87501. The submission of Proposals will also be accepted
electronically utilizing a DropBox. Please utilize this link to upload your proposal submission.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
The County is required to revise the Sustainable Growth Management Plan (SGMP) and
the Sustainable Land Development Code (SLDC), that are under the management of the
County Growth Management Department. To assist the Department in this effort the
services require the expertise of a qualified and experienced consultant firm to prepare and
implement a public participation and information plan. The Public Participation Plan will
identify the most engaging and cost-effective public activities that will encourage diverse
public audiences to participate in the County’s effort to revise and update the (SGMP) and
(SLDC), as well as the resulting Community Plans and Community District Overlay Zones.
The consultant will help collect and analyze the data from each activity and assist in
drafting a proposed vision statement goals, policies, and actions to be included in the
revised SGMP.
B. BACKGROUND
The Board of County Commissioners (BCC) adopted the SGMP in 2015. The work
performed by the Consultant will seek public participation to revise the SGMP and reflect
the current vision, goals, policies, actions that manage development. The SGMP revision
will include official maps that identify each community and the preferred development
scenario for the County. The BCC adopted the Sustainable Land Development Code
(SLDC) in 2016. While both documents promote walkable, diverse and “sustainable”
communities, the SLDC results in predominantly sprawling development patterns.
County staff and the consultant will host a series of public activities and interactive
mapping exercises to delineate each unique community and create an outline for creating
subsequent Community Plans, Community Overlay Districts, Neighborhood Plans and
recommendations for revising the SLDC. The SGMP will identify and prioritize capital
improvement projects that impact and benefit the entire County.
C. SCOPE OF WORK
Phase 1. The consultant will recommend public engagement activities that are most
appropriate for completing the SGMP. The Participation Plan should include the following:
1. Meet with County staff to discuss the purposes and phases of the Public
Participation Plan
2. Review and analyze County demographic data to understand which
communities and populations need to be prioritized for public engagement
3. Help identify and coordinate with local, national, and international nonprofit
philanthropic resources and other institutions to supplement participation
