The City of Janesville is seeking qualifications from experienced, multidisciplinary planning teams to prepare a Conceptual Redevelopment Plan, to be completed within 18 months, for the former General Motors (GM) and Janesville Auto Transport Company (JATCO) properties and adjacent parcels. Encompassing approximately 250 acres across seven parcels, including the vacant brownfield sites at 1000 General Motors Drive and 544 Kellogg Avenue, this site once stood as a cornerstone of Janesville’s manufacturing legacy and now represents the largest contiguous redevelopment opportunity in the city’s history.

Today, the site presents a unique opportunity for transformation into a vibrant, economically productive, and environmentally responsible redevelopment that reflects market realities and community priorities. The City and its newly established GM/JATCO Redevelopment Advisory Board seek to partner with an experienced consultant to develop a visionary yet implementable master plan that identifies feasible land uses, infrastructure needs, and strategies to attract investment and guide redevelopment.

The City is exploring potential funding opportunities, such as EPA Brownfield Grants and Wisconsin Economic Development Corporation (WEDC) grants, to support future planning and environmental cleanup work. No external grants have been awarded to date, and the planning effort will proceed independently of any grant outcomes. Grant application support or administration is not included in this scope of work.
