GENERAL PROJECT INFORMATION
The Georgia World Congress Center Authority ("GWCCA") is soliciting Statements of Qualifications
(SOQs) from qualified firms to provide independent Commissioning Authority (CxA) services for the
GESPC II Project at the Georgia World Congress Center campus in Atlanta, Georgia.
The selected firm will act as an independent third-party Commissioning Authority reporting directly to
GWCCA and will be responsible for providing full lifecycle commissioning services, including
Measurement & Verification (M&V) coordination, for a comprehensive portfolio of Energy Conservation
Measures (ECMs) and Facility Improvement Measures (FIMs).
2. VENDOR QUALIFICATIONS
The Selection Committee will then evaluate the submittals which have met the above minimum
qualifications. Criteria for the evaluation are listed below:
Criteria for Evaluation of Statements of Qualifications
The Selection Committee will evaluate Statements of Qualifications ("SOQs") submitted in
response to this RFQ using the criteria identified below. The purpose of the evaluation process is to
identify the firm most qualified to provide comprehensive, independent Commissioning Authority
("CxA") services for the GESPC II Project.
The Authority is seeking a highly qualified firm with demonstrated expertise in commissioning
complex infrastructure, energy systems, central plant systems, Building Automation
Systems ("BAS"), controls integration, and operational facility projects within active
and occupied environments.
Particular emphasis will be placed on the respondent's:
* Technical commissioning expertise
* Experience with occupied facilities and operational coordination
* Ability to independently validate system performance
* Experience with energy performance projects and Measurement & Verification ("M&V")
* Staffing capabilities and on-site support
* Understanding of operational constraints associated with a convention and entertainment campus
environment
The Authority reserves the right to request additional information, clarifications, presentations,
interviews, and supplemental materials from any respondent.
* A. RELEVANT COMMISSIONING EXPERIENCE - 30%
The Selection Committee will evaluate the respondent's demonstrated experience successfully
providing Commissioning Authority ("CxA") services for projects comparable in size,
complexity, technical scope, operational sensitivity, and infrastructure requirements to
the GESPC II Project.

Evaluation considerations may include, but are not limited to:
* Experience providing independent third-party commissioning services
* Experience with central plant commissioning, including chillers, boilers, cooling towers, pumps,
hydronic systems, and associated controls
* Experience commissioning Building Automation Systems ("BAS"), controls integration, and
energy management systems
* Experience with HVAC infrastructure upgrades and energy conservation projects
* Experience commissioning projects delivered under Guaranteed Energy Savings Performance
Contracts ("GESPC") or similar energy performance contracting models
* Experience with Measurement & Verification ("M&V") coordination and IPMVP protocols
* Experience coordinating Functional Performance Testing ("FPT") activities
* Experience within convention centers, stadiums, airports, hospitality facilities, healthcare
facilities, higher education campuses, or similarly complex operational environments
* Experience performing commissioning within occupied and operational facilities
* Experience coordinating phased commissioning activities around active operations and event
schedules
* Demonstrated success managing operational impacts and minimizing disruptions
* Experience coordinating with Owner's Representatives, Energy Services Providers ("ESP"),
contractors, engineers, TAB agencies, and facility operations teams
* Demonstrated ability to manage complex commissioning processes involving multiple
stakeholders and operational constraints
The Authority is particularly interested in projects involving occupied facilities where
commissioning activities required extensive coordination with operations, guests,
stakeholders, and multiple departments.
* B. QUALIFICATIONS OF PROPOSED PROJECT TEAM - 25%
The Selection Committee will evaluate the qualifications, technical expertise, experience,
organizational structure, and availability of the proposed commissioning team assigned
to the project.
Evaluation considerations may include, but are not limited to:
* Qualifications and experience of the proposed Project Executive, Lead Commissioning Agent,
Project Manager, BAS commissioning personnel, and supporting staff
* Relevant commissioning experience of proposed team members on projects of similar size and
complexity
* Experience with central plant systems, BAS systems, HVAC infrastructure, controls integration,
and energy systems
* Experience with Functional Performance Testing ("FPT"), startup coordination, TAB
coordination, and systems integration
* Experience with occupied and operational facilities
* Experience with GESPC projects and energy performance verification
* Professional certifications and technical credentials, including but not limited to:
o Certified Commissioning Professional ("CCP")
o Building Commissioning Professional ("BCxP")
o Professional Engineer ("PE")
o ACG Certified Commissioning Authority ("CxA")
o NEBB certifications
o TAB-related certifications
* Team structure, staffing plan, and organizational approach
* Availability and commitment of key personnel throughout the project duration
* Ability to provide sufficient on-site support during startup, testing, and commissioning activities
* Overall strength, depth, and stability of the proposed commissioning team

Particular emphasis will be placed on the qualifications and availability of the proposed Lead
Commissioning Agent and day-to-day project leadership personnel.
* C. TECHNICAL APPROACH & COMMISSIONING METHODOLOGY - 20%
The Selection Committee will evaluate the respondent's overall understanding of the project,
operational challenges, commissioning requirements, and proposed methodology for
successfully performing the required commissioning services.
Evaluation considerations may include, but are not limited to:
* Understanding of the GESPC II Project scope and operational environment
* Overall commissioning methodology and project execution approach
* Approach to commissioning within an active and occupied convention center environment
* Methodology for coordinating commissioning activities around operational schedules and event
activities
* Functional Performance Testing ("FPT") methodology
* BAS commissioning approach and controls validation methodology
* Startup and systems integration coordination approach
* TAB coordination methodology
* Deficiency tracking and issue resolution processes
* Risk management and escalation procedures
* Documentation standards and reporting methodologies
* Communication and stakeholder coordination processes
* Proposed approach for coordinating with the ESP, Owner's Representative, contractors, engineers,
and GWCCA operations teams
* Approach to minimizing operational disruption during commissioning and testing activities
* Proposed level of on-site engagement throughout construction and commissioning phases
* Overall quality, clarity, and completeness of the proposed approach
Respondents are encouraged to clearly describe how they will proactively manage operational
coordination, commissioning sequencing, system validation, and issue resolution
throughout the project lifecycle.
* D. M&V, BAS, AND CENTRAL PLANT EXPERTISE - 15%
Because Measurement & Verification ("M&V"), controls integration, and central plant performance
are critical components of the GESPC II Project, the Selection Committee will place
additional emphasis on the respondent's technical expertise in these areas.
Evaluation considerations may include, but are not limited to:
* Experience with IPMVP protocols and energy savings validation
* Experience coordinating M&V activities for GESPC or energy performance projects
* Experience validating energy savings assumptions and operational performance
* Experience commissioning central utility plants, chilled water systems, boiler plants, cooling
towers, and hydronic systems
* BAS architecture review and controls integration expertise
* Experience validating control sequences, optimization strategies, alarms, trends, and reporting
systems
* Experience with controls integration testing and point-to-point verification
* Experience with generator systems, electrical systems, and related infrastructure
* Experience coordinating post-installation measurements and performance verification
* Ability to independently validate system performance and operational functionality
* Experience with seasonal testing and post-occupancy commissioning activities
The Authority places significant importance on the respondent's ability to independently verify that
installed systems perform in accordance with project requirements and energy savings
objectives.

* E. GEORGIA-BASED PRESENCE & ON-SITE AVAILABILITY - 10%
The Selection Committee will evaluate the respondent's ability to provide timely support, local
presence, accessibility, and sufficient on-site engagement throughout the duration of
the project.
Evaluation considerations may include, but are not limited to:
* Georgia-based office presence
* Local staffing resources and availability
* Ability to attend meetings and provide timely on-site support
* Proposed level of field presence during startup, testing, and commissioning activities
* Anticipated number of on-site commissioning days during Functional Performance Testing
("FPT")
* Ability to respond quickly to operational issues and project needs
* Familiarity with local agencies, regional construction practices, and operational coordination
requirements
* Accessibility and responsiveness of the proposed team
* Overall ability to support ongoing coordination requirements within an active operational
environment
Respondents shall clearly identify anticipated on-site staffing levels and field presence assumptions
associated with the project.
3. SCHEDULE OF EVENTS
The following Schedule of Events represents the Owner's best estimate of the schedule that will be
followed. All times indicated are prevailing times in Atlanta, Georgia. The Owner reserves the right to
adjust the schedule as the Owner deems necessary.

4. SUBMITTAL OF QUESTIONS AND REQUESTS FOR CLARIFICATION
Questions about any aspect of the RFQ, or the project, shall be submitted prior to the appropriate
deadlines indicated in the Schedule of Events, and shall be submitted in writing to:

The deadlines for submission of questions relating to the RFQ are the times and dates shown in the
Schedule of Events. From the issue date of this solicitation until a successful respondent is selected and
the selection is announced, the Restriction of Communication shall be in effect. For violation of this
provision, the Authority shall reserve the right to reject the submittal of the offending respondent. At
any time prior to the submission date, the Authority may issue an RFQ addendum to further clarify any
part of this RFQ, amend this RFQ or issue instructions or further information. Each such addendum
will be posted and/or distributed to all respondents. In addition, the Authority may adjust any timelines
related to the project referenced herein or otherwise.
5. STATEMENT OF QUALIFICATIONS
Respondents shall submit a complete Statement of Qualifications ("SOQ") organized in the following
format and sequence. Respondents are encouraged to provide concise, relevant, and project-specific
information demonstrating the firm's qualifications, experience, staffing capabilities, and overall ability to
successfully perform the required Owner's Representative services for the GESPC II Project.
The Authority reserves the right to request additional information or clarification from any respondent.
A. DESCRIPTION AND RESOURCES OF FIRM
A1 - Firm Information
Provide the following information for the firm:
* Legal company name
* Primary office address
* Telephone number
* E-mail address
* Company website
* Primary contact person and title
* Form of ownership (corporation, partnership, LLC, joint venture, etc.)
* State of incorporation or organization
* Number of years in business
* Office location from which the project will be managed
* Proximity of the managing office to the project site
If the respondent is a joint venture or team submission, provide this information for all participating firms
and clearly identify the lead firm.
A2 - Firm History and Resources
Provide a brief history and overview of the firm, including:
* Description of the firm's growth and development
* Areas of specialization and expertise
* Description of personnel resources and technical disciplines

* Number and classifications of employees
* Description of office locations and staffing capabilities
* Experience providing independent commissioning services, Building Automation System (BAS)
commissioning, central plant commissioning, Functional Performance Testing (FPT),
Measurement & Verification (M&V), energy performance projects, and commissioning within
occupied facilities.
A3 - Litigation and Claims History
Provide a description of any litigation, claims, disputes, defaults, or contract terminations involving the
firm within the past five (5) years related to construction, infrastructure, consulting, engineering, Owner's
Representative, or project management services.
Include:
* Name of project
* Nature of dispute or claim
* Parties involved
* Status or resolution
* Description of outcome
If no such matters exist, provide a statement indicating none.
A4 - Financial Capacity and Stability
Provide information demonstrating the financial stability and capacity of the firm to successfully support
the project, including:
* Annual revenue for the past three (3) years
* General description of financial capacity
* Any material financial issues or constraints that may impact the project
The Authority reserves the right to request additional financial information if deemed necessary.
A5 - Contract Performance and Disclosure
State whether the firm has ever:
* Been removed from a contract
* Failed to complete a contract
Provide complete details for any such occurrence.
Additionally, provide a statement disclosing any actual or potential conflicts of interest related to the
project, GWCCA, the ESCO, consultants, contractors, or stakeholders associated with the project.

Respondents shall certify that neither the firm nor its principals are currently debarred, suspended,
proposed for debarment, declared ineligible, or otherwise excluded from participation in public
procurements, and that neither the firm nor its principals are currently in default on any public contract.
A6 - Minimum Qualifications and Supporting Documentation
In order to be deemed eligible for evaluation, the respondent shall provide supporting documentation
demonstrating the following minimum qualifications. Failure to provide documentation demonstrating
compliance with these minimum qualifications may result in the respondent being deemed non-responsive
and eliminated from further consideration.
a. Insurance Requirements
The firm shall maintain current insurance coverage including:
* Commercial General Liability Insurance with minimum limits of:
o $1,000,000 per occurrence
o $2,000,000 aggregate
* Professional Liability / Errors & Omissions Insurance
* Workers Compensation Insurance as required by Georgia law
* Umbrella or Excess Liability Insurance
Provide a current certificate of insurance.
The Authority reserves the right to require additional coverage or limits as part of the final agreement.
b. Licenses and Registration
Provide documentation demonstrating the firm is authorized to conduct business in the State of Georgia,
including:
* Georgia Certificate of Authority or Certificate of Existence
* Applicable professional licenses or certifications relevant to the services being provided
c. Technical Qualifications and Staffing Capacity
The respondent shall demonstrate the technical expertise and staffing resources necessary to provide
independent commissioning services for the GESPC II Project.
At a minimum, the respondent shall provide documentation demonstrating:
* Experience providing independent Commissioning Authority (CxA) services on projects of similar
size and complexity.
* Experience commissioning Building Automation Systems (BAS), controls integration, and energy
management systems.
* Experience commissioning central plant systems, including chillers, boilers, cooling towers,
pumps, hydronic systems, and associated controls.
* Experience coordinating Functional Performance Testing (FPT) and system integration activities.
* Experience coordinating with Test and Balance (TAB) firms and validating TAB results.

* Experience commissioning projects within occupied and operational facilities.
* Sufficient staffing resources to support the project from design review through construction,
commissioning, turnover, and seasonal testing activities.
* Ability to provide adequate on-site support during startup, testing, and commissioning activities.
d. Professional Certifications
The respondent shall identify the key personnel proposed for the project and provide documentation of
applicable professional certifications and credentials.
Preferred certifications and credentials include:
* Certified Commissioning Professional (CCP)
* Building Commissioning Professional (BCxP)
* ACG Certified Commissioning Authority (CxA)
* Professional Engineer (PE)
* NEBB Certified Professional
* TAB-related certifications
* Other commissioning-related certifications deemed relevant to the project
The proposed Lead Commissioning Agent shall possess demonstrated experience serving in a lead
commissioning role on projects of similar size and complexity.
e. Required Project Experience
The respondent shall demonstrate successful completion of at least three (3) projects within the past ten
(10) years involving one or more of the following:
* Building Automation System (BAS) commissioning
* Central plant commissioning
* HVAC infrastructure commissioning
* Energy conservation measures and energy performance projects
* Measurement and Verification (M&V) activities
* Occupied facility commissioning
* Convention centers, stadiums, airports, hospitality facilities, healthcare facilities, higher education
campuses, or similarly complex operational environments
For each project, respondents shall provide project descriptions, dates of service, project value, scope of
commissioning services performed, and owner references
A7 - Federal Identification Information
Provide:
* Federal Employer Identification Number (FEIN)
* Completed IRS Form W-9
A8 - Certification Form

Complete and submit Exhibit "A" - Proposal Certification Form.
A notarized original shall be included with the Statement of Qualifications.
A9 - Georgia Security and Immigration Compliance Act Affidavit
Complete and submit Exhibit "B" - Contractor Affidavit Under O.C.G.A. 13-10-91(b)(1).
Failure to submit this form may result in the respondent being deemed non-responsive.
A10 - Disclosure Statement
Complete and submit Exhibit "C" - Disclosure Statement.
B. EXPERIENCE AND QUALIFICATIONS
B1 - Key Personnel Qualifications
Provide professional qualifications, resumes, and relevant experience for key personnel proposed for the
project, including at minimum:
* Project Executive
* Project Manager
* Lead Operational Coordinator
* Additional key personnel assigned to the project
Include:
* Relevant project experience
* Years of experience
* Areas of expertise
* Professional certifications or licenses
* Specific role on the project
* Availability and level of involvement
Respondents may provide qualifications for multiple individuals if more than one individual is being
proposed for a role.
B2 - Relevant Project Experience
Provide descriptions of no fewer than three (3) and no more than five (5) projects demonstrating the
firm's experience with projects of similar size, complexity, operational sensitivity, and technical scope.
Projects should demonstrate experience with:
* Guaranteed Energy Savings Performance Contracts (GESPC)
