General Labor & Equipment Contract

INVITATION TO BID

Sealed Bids, identified on outside of the envelope as SEALED BIDFY26 -- FY 28 GENERAL LABOR & EQUIPMENT CONTRACT, will be received by Kent County Levy Court.  Bids will be accepted by the Kent County Department of Public Works, 555 Bay Road, Dover, DE 19901, until 11:00 a.m. on Wednesday, August 20, 2025.  Bids will then be opened publicly in Room 221 and read aloud.  The time and place for the bid opening may be extended with at least 2 calendar days’ notice unless special circumstances apply.

The Project includes, but is not limited to, the following examples of time and material based tasks:  Wastewater treatment plant process piping modifications; Installation and repair of forcemains; Repair of structural concrete; Sand blasting and painting; Piping modifications and/or valve replacements for various pump stations; Installation and repair of gravity sewers; Assistance in pump removal(s) and replacement(s); Paving and general site restoration; Maintenance of traffic; Air release valve replacement including manholes as necessary; Repair/replacement of manholes; and Emergency repair of forcemains or manholes.

A mandatory pre-bid meeting will be held on Tuesday, August 5, 2025 at 11:00 a.m., at the Kent County Complex located at 555 Bay Road, Dover, DE 19901 in Room 221.  Failure to attend the mandatory pre-bid conference will result in ineligibility for the selection process and the return of the unopened Bid.  A Bid Bond in the amount of ten percent (10%) of the Total Bid Price shall be required to be submitted with the Bid.  In addition, performance and payment bonds or acceptable alternative shall be required from the successful Bidder.

The Contract shall be awarded based on the best value criteria established in the Contract Documents and Specifications.  Interested parties should register and obtain the Documents by calling the Department of Public Works at 302-744-2430 or by emailing publicworks@kentcountyde.gov .  Questions will be received by Diana Golt, County Engineer, at 302-744-2430 or by email to Diana.Golt@kentcountyde.gov until Wednesday, August 6 at noon.  Kent County Levy Court reserves the right to waive any informality and to reject any and all bids.
