ADVERTISEMENT
The New Jersey Schools Development Authority (“SDA”) is seeking to create a pool of Contractors to provide general
construction services to address emergent conditions in SDA districts pursuant to a “Master Agreement for General
Construction Services Pursuant to Task Orders” (hereafter, “Master Agreement for General Construction Services” or “Master
Agreement”). These services will be performed on “emergent projects” as defined by N.J.S.A. 18A:7G-47.1(c) or existing SDA
projects throughout the state.
Request for Proposals (“RFP”): A complete copy of the RFP, which outlines the steps required for participation in this
procurement, may be obtained at click here to view RFP. Proposals must be submitted in compliance with and subject to all
terms set forth in the RFP.
DPMC & NJSDA Prequalification Requirements: A firm responding to the RFP must be classified by the Department of
Treasury-Division of Property Management and Construction and prequalified by the NJSDA in C006 (Construction Manager
as Constructor) or C008 (General Construction) or C009 (General Construction/Alterations and Additions) as of the due date
for submission of responses to the RFP.
Notice of Intent to Participate: The NJSDA will not hold a traditional pre-proposal conference for this procurement. Any
firm interested in submitting a proposal must sign-in electronically by sending a mandatory e-mail notice of intent to
participate to Alison Perry at aperry@njsda.gov no later than 2:00 PM (local time) on November 17, 2025.
Questions from Interested Firms: Interested firms may submit written questions regarding this procurement to the NJSDA
by sending them by e-mail to Alison Perry at aperry@njsda.gov no later than 2:00 PM (local time) on November 17, 2025.
The questions and NJSDA answers will be provided via an addendum to the RFP to each firm that submitted a timely e-mail
notice of intent to participate.
Submission of Proposals: Faxed or e-mailed submissions will not be accepted. A firm responding to the RFP must complete
a Project Rating Proposal (“PRP”) and Form of Acknowledgement and submit the completed PRP and Form of
Acknowledgement forms to NJSDA no later than 2:00 PM (local time) on December 9, 2025. Submissions will only be
accepted by overnight or hand delivery at the following address:

FOR THIS PROCUREMENT, A FIRM WILL NOT BE ABLE TO RELY ON A PREVIOUSLY ISSUED PROJECT RATING LIMIT. ALL
PROSPECTIVE BIDDERS MUST SUBMIT A NEW, COMPLETED AND FULLY EXECUTED PRP. THE PRP FORM IS CONTAINED

The NJSDA will review all Project Rating Proposals submitted for responsiveness and inform all firms of their Project Rating
Limit. Only those firms with a Project Rating Limit of $1,000,000 or greater will be considered for award.
Additional Requirements:
This contract requires compliance with the New Jersey Prevailing Wage Act.
Task Orders under this Agreement may be subject to the terms of a PROJECT LABOR AGREEMENT, upon the determination of
the NJSDA. If the NJSDA determines that a Task Order is appropriately subject to the PROJECT LABOR AGREEMENT, the
Summary of Work describing the Task Order shall indicate the applicability of the PROJECT LABOR AGREEMENT. The PROJECT
LABOR AGREEMENT will be included in the contract and is available on the NJSDA website at:
