Separate sealed bids for the Improvements to the GE Groundwater Treatment Plant for the City
of Florence will be received by the City of Florence in the City Center, Purchasing/Contracting
Office, 324 West Evans Street, Florence, SC 29501 until 2:00 P.M. on April, 10th, 2025 and then
at said place be publicly opened and read aloud.
The work to be done consists of furnishing materials, equipment and labor necessary to make
improvements and recommission the GE Groundwater Treatment Plant, consisting of the
following approximate quantities:
• Installation of two new submersible groundwater pumps
• Installation of new pre and post lime, fluoride and chlorine feed equipment and piping
• Installation of two new high service pumps
• Installation of new FRP enclosed valve building
• Rehab of existing pressure filter vessels including filter media
• Replacement of GE WTP building electrical, mechanical and HVAC/Plumbing equipment
• Installation of new SCADA equipment and electrical equipment
• Miscellaneous site utility vaults and manholes
• Site fencing, lighting, paving and concrete pads

will only be notified to those buying full sets from Duncan Parnell via their bid room. The cost of
bid documents and shipping is non-refundable. The City of Florence / AECOM will NOT be

Bidder must be an official plan holder and on the projects plan holders list for bid to be
considered, that is maintained by AECOM Technical Services, Inc.
Bidders must deposit security with all bids. Security shall be in the form of a certified check or
bid bond made payable to the Owner in an amount equal to not less than five percent (5%) of
the amount of the bid. Provisions of the security shall be as described in the Information for
Bidders. A one hundred percent (100%) payment bond and performance bond will be required.
Contractor must provide fire, extended coverage, vandalism, and malicious mischief insurance
equal to the actual value of the insured property during construction.
South Carolina Infrastructure Investment Program (SCIIP) Requirements
The project is being funded (in part) by a grant loan from the South Carolina Infrastructure
Investment Program (SCIIP) and therefore bidders must comply with all applicable State and
Federal requirements identified in the contract documents.
1. A requirement of this project is that prospective bidders should take all necessary,
reasonable, and affirmative steps to ensure that Disadvantaged Business Enterprise
(DBE) firms as defined in state and federal law, have a maximum opportunity to
participate in the performance of contracts and subcontracts financed in whole or in part,
with funds provided by SCIIP/RIA. DBE “good faith” efforts are outlined in the Paragraph
A. 5 General Procurement Section of the SCIIP Grant Project Management Procedures.
Bidders must make positive efforts to use small and minority owned businesses.
2. Contractors must provide their Unique Entity Identifier (UEI) and maintain an active
registration with System for Award management (SAM) (www.sam.gov) throughout the
project / contract period.
3. Contractors must certify that they are not prohibited from doing business with the Federal
government. Debarment status can be checked on the System for Award Management
(SAM) website at www.sam.gov.
4. Contractors shall make maximum use of products containing recovered materials that are
EPA-designated items, unless the product cannot:
• Be acquired competitively within a timeframe providing for compliance with the
project performance schedule;
• Meet project performance requirements; or,
• Be acquired at a reasonable price.

5. Information about this requirement, along with the list of EPA-designated items, is
available on the EPA website. Contractors also must agree to comply with other
applicable requirements of Section 6002 of the Solid Waste Disposal Act.
6. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act,
the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR
33.240.
Any prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with
the solicitation of this contract may protest to Engineer (or) Owner in accordance with Section
11-35-4210 of the SC Code of Laws, within 15 days of the date of issuance of the Notice of
Intent to Award.
No bid will be considered unless the bidder is legally qualified under the provisions of the South
Carolina Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999,
Chapter 11, Sections 40-11-10 through 40-11-428).
Contractors shall have a classification of WP.
No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof.
These bid documents will be modified only by written addenda.
The Owner reserves the right to waive any informalities or to reject any or all bids.
