Division 01-General Requirements
1 INTRODUCTION
Proposers will review all the documents listed in the Table of Contents. The RFP/RFFP process
includes multiple steps or responses; each response will include and be informed by the listed
documents in their entirety.
Sequim School District No. 323 (District) will accept proposals from experienced firms to
provide General Contractor/Construction Manager (GC/CM) services for the construction of the
new Ramponi Center for Technical Excellence building, demolition and replacement of multiple
instructional buildings, and modification of support buildings, hereafter referred to as the
"2025 Sequim High School Bond Projects." District intends to award one (1) GC/CM contract for
these two components to a single entity utilizing a competitive negotiation process authorized
by Chapter 39.10 RCW and described more fully below.
The first stage will consist of the submittal of a proposal (qualifications), as described herein,
which will be evaluated in accordance with the criteria set forth in Section 9 of these
instructions. The second stage will be an interview of the most qualified firms. Following the
interview, a shortlist of the most highly qualified firms will be identified and asked to submit a
final proposal (Stage 3) including sealed bids with the contractor's fee stated as a percentage of
the advertised Maximum Allowable Construction Cost (MACC) and a fixed amount for Specified
General Conditions Work.
The firm with the highest total score based on the proposal evaluation criteria, interview score,
submitted bid, and other factors set forth herein will be selected to negotiate a contract to
provide Preconstruction Services and for MACC negotiations. If the parties cannot agree as
described in Section 5.4, the negotiations will be terminated, and the District reserves the right
to begin negotiations with the next-highest scoring firm. All costs incurred by firms choosing to
participate in this RFP process will be borne by the proposing firms.
All provisions of this RFP will become a part of the GC/CM Agreement. The GC/CM's written
response to the RFP will also become a part of the GC/CM Agreement.
2 PROJECT DESCRIPTION
The GC/CM will construct the following projects (each a "Component" and collectively, the
"Project"):
2.1 Component 1 and Component 2 Descriptions
This Project consists of two (2) concurrent but integrated build-outs. Component 1 is the
Ramponi Center of Technical Excellence, which will be a Career and Technology Education (CTE)
focused center that will be utilized both by Sequim High School as well as other schools.
Component 2 is the replacement of the five (5) buildings constructed in the 1970s designated
as Buildings A, B, C, D, and E.
These two sequences are funded by separate sources. All documentation, invoices, contracting,
reporting, and scheduling will need to be separated in identification while also acting as a
singular deliverable to the District. The final formation, construction, and sequencing will be
part of the preconstruction phase of the services requested herein.
The components of the Project for which construction management services are sought are as
follows:
1. Component 1: Ramponi Center of Technical Excellence. Construction of phase 1 of the Career
and Technical Education (CTE) facility on the Sequim High School campus. This phase consists of
approximately 10,000 square feet of a planned 20,000 square-foot concept facility. The
anticipated construction budget is approximately $4 million. This portion of the Project is
funded by a cost-reimbursable Washington State Local Community Project Grant.
2. Component 2: Sequim High School Bond Improvements. Bond-funded improvements to
Sequim High School including, but not limited to, construction of new instructional wings,
including controlled access for enhanced safety and security and modern learning spaces to
replace separate open-campus instructional buildings (designated buildings A, B, C, D, and E)
while incorporating the remaining instructional and support buildings (designated H,
Auditorium, Gym, and Cafeteria). The anticipated construction budget is approximately $36
million. This portion of the Project is funded by a general obligation bond approved by voters in
February 2025.
2.2 Reason for Using the GC/CM Alternative Public Works Contracting Procedure
District desires to retain the GC/CM as a partner early in the Project to work with the Project
team to refine and confirm overall Project goals, including the budget, detailed scope,
phasing, schedule, and potential bid packages.
By delivering the Project using the GC/CM delivery method, District anticipates benefiting
from the knowledge and experience of the selected GC/CM to obtain a high-value and high-
quality Project at a reasonable cost. District believes the success of the Project depends
greatly on the knowledge, experience, leadership skills, and qualifications of the selected
GC/CM providing preconstruction and construction services.
District expects that the GC/CM procurement and delivery method will provide a fiscal benefit
through greater cost certainty associated with the guaranteed maximum price; reduced claim
risks; reduced change orders because of early GC/CM involvement with the Project; and
opportunity to optimize scope, delivery, and overall schedule for the work on occupied sites.
2.3 Funding
Design services have been funded through the Construction Phase. District anticipates that
costs of design and construction will be funded through bond proceeds and state funds such
as the grant for CTE as provided by the Department of Commerce and managed by OPSI.
2.4 Project Requirements
The Project will not be required to meet all applicable requirements for state funding
assistance for school district facilities construction, including those in Chapter 28A.525 RCW
and Chapter 392-344 WAC. In addition, the Project will not be required to meet the

3 SCHEDULE
3.1 GC/CM Selection Process Schedule
District intends to complete the GC/CM selection process and execute agreements for
preconstruction services by means of an Agreement for Preconstruction Services. The following

4 SCOPE OF GC/CM SERVICES
The GC/CM will work collaboratively and proactively with the owner and architect to proceed
with planning, design, and development of the work in a manner that supports the owner's
efforts to keep costs within the owner's budget and meet the schedule for completion of the
Project per the Milestone Schedule. The GC/CM will provide construction management (CM)
services throughout the Project, from the preconstruction period through construction, and will
closely coordinate such work with the architect and owner. The GC/CM will provide CM
services, including, but not limited to:
1) Assisting in identifying safe work practices and requirements for construction;
2) Assessing and recommending site logistics requirements;
3) Recommending phasing, sequencing of work, and construction scheduling;
4) Providing cost-estimating, including MACC Negotiated Support Services budgeting;
5) Determining and reconciling constructability issues and performing constructability analysis
of the design documents prior to subcontract bidding;
6) Assessing alternative construction options for cost savings;

7) Identifying products for Value Engineering (VE) and engineering systems for lifecycle cost
design considerations and recommending all work necessary to support their
implementation;
8) Participating in design and coordination review meetings in all phases;
9) Providing input on permitting and approvals.
In addition, the GC/CM must be familiar with the local labor and subcontracting market and
capable of working with subcontractors to generate viable pricing alternatives. The GC/CM
will provide full general contracting services for construction of the Project in accordance with
the requirements of the Contract Documents and RCW 39.10.340 through 39.10.410, except
to the extent work is specifically indicated in the Contract Documents to be the responsibility
of others.
The GC/CM will actively participate as a member of the Project team with the owner and the
architect during the design and construction documents phases prior to construction. The
GC/CM will be responsible for providing necessary consulting expertise to the owner to ensure
that the program scopes are maximized and the construction budgets and the Project schedules
are met.
5 SELECTION AND AWARD PROCESS OVERVIEW
District is contracting for GC/CM services in accordance with the process authorized by Chapter
39.10 RCW. All proposers must be registered by the Washington State Department of Labor and
Industries in accordance with RCW 18.27.020. The process for selection of the GC/CM firm,
negotiation of the MACC, award of the GC/CM contracts, and payment for preconstruction
services is anticipated to be as follows:
5.1 Eligibility
Anyone interested in becoming the GC/CM may submit a proposal in accordance with the
submittal requirements set forth in this Request for Proposals.
5.2 Process Summary
Stage 1 The firms submitting proposals will be scored and ranked based on the
evaluation criteria set forth in this RFP. The evaluations are worth 100 points.
The evaluation scores in Stage 1 will be carried forward to Stage 2.
Stage 2 The most qualified firms from Stage 1 will be invited to interview. Interview
scores are worth 50 points. The selection committee will select the most
highly qualified firms to submit a Final Proposal. The evaluation scores in
Stage 2 will be carried forward to Stage 3.

Stage 3 Selected firms will be provided with a Request for Final Proposals (RFFP)
document providing additional details of the scope of Preconstruction
Services, the estimated MACC(s), and the detailed Specified General Conditions
requirements. The response will establish the Percent Fee stated as percentage
of the estimated MACC(s) and a fixed amount for the detailed Specified General
Conditions Work. Final proposals will be scored and worth up to 50 points.
5.3 Agreements for Preconstruction Services
The firm with the highest score based on the selection committee's evaluation of the proposals,
the interview, and the Final Proposal will be asked to submit a Preconstruction Work Plan.
Subject to approval of the Preconstruction Work Plan by the owner, the contractor will execute
an Agreement For Preconstruction Services for the Project.
5.4 MACC Negotiations
District anticipates that MACC negotiations will occur when the scope of the Project is
adequately defined and the Contract Documents are at least ninety percent (90%) complete as
mutually determined by the GC/CM and District, but no later than the conclusion of the
Construction Documents. At the time a MACC for the Project is successfully negotiated, the
parties will sign a General Contractor/Construction Manager (GC/CM) Contract.
The contractor's MACC estimate(s) will be completed no later than three weeks from receipt of
the documents to be used for MACC negotiations. Should the contractor and owner not agree
on a satisfactory MACC for the Project that the owner determines to be fair, reasonable, and
within the available funds, the owner may cancel the negotiations. Should the owner choose to
cancel the negotiations upon failure to achieve a MACC, such cancellation will be effective upon
receipt of written notification to the contractor. Contractor will not be reimbursed for the
MACC negotiations.
5.5 Reference Checks
District reserves the right to conduct reference checks for the highest scoring firm(s) after
qualifications have been evaluated, and/or after interviews have been held. In the event that
information obtained from the reference checks reveals concerns about the firm's past
performance or its ability to successfully perform the contract to be executed based on this
RFP, District may, at its sole discretion, determine that the firm is not qualified and may select
the next highest-ranked firm whose reference checks validate the ability of the firm to
successfully perform the contract to be executed based on this RFP. In conducting reference
checks, District may include itself as a reference if the firm has performed work for District,
even if the firm did not identify District as a reference. Likewise, District reserves the right to
check references for the firm from others, even if they were not identified by the firm as
references in the submitted proposal.
6 MANDATORY PROJECT INFORMATIONAL MEETING
Prior to the submittal of their proposals, firms are required to attend a mandatory Project
Informational Meeting to learn more about the Project and the selection process and have an
opportunity to tour the sites.
The Mandatory Project Informational Meeting will be held on December 17, 2025, at 11:00 am
in the Sequim Administration Office Professional Development Room, located at 503 North
Sequim Avenue, Sequim, Washington 98382.
7 SUBMITTAL DEADLINE
One full electronic copy (on a flash drive in PDF format) and seven bound (8 12 x 11 format)
hardcopies of the proposal in response to this RFP containing the items listed in Sections 8
and 9 below must be received by District no later than 4:00 p.m. on January 13, 2026, at the
address below. Submittals sent by mail or courier will be sent to the address below and must
be received by the District office by the deadline stated above. Faxed or emailed submittals
will not be accepted. Proposals should be limited to 30 pages not including tabs, cover letter,
attachments, and resumes. Pages printed on both sides will count as two pages. Questions
may be addressed via email only (no phone calls) to: Michael Santos, Director of Facilities,
Maintenance and Security at bids@sequimschools.org. Questions will be accepted for
response no later than four days prior to the submission date. Question responses and/or
addenda will be emailed to all firms that attended the Mandatory Project Informational
Meeting.

8 PROPOSAL SUBMITTAL REQUIREMENTS
Every proposer must reply to each of the items set forth in Section 9 below in a clear and
concise manner. Proposals will be evaluated by District for accuracy, completeness, and
responsiveness. Proposals considered unresponsive may be disqualified. Proposal responses
must be in the same order as listed, clearly separated with tabs, and labeled by response.
Brevity is preferred. Pay attention to specific requests for information. The submittals will be
organized in a manner that will enable the GC/CM selection committee to quickly access
pertinent information. In consideration of the reviewer's time, every effort should be made to
avoid duplicating the information presented in the Proposal.
9 PROPOSAL EVALUATION CRITERIA (100 POINTS)
All Proposals received will be scored by a selection committee consisting of representatives
from District, architects, and other individuals assigned to the committee. Each evaluation
criterion has been assigned points based up on its relative value to the contract as a whole. The
proposal criteria and their associated points are as follows:
9.1 Letter of Interest (0 points):
Clearly identify the project name (Sequim School District No. 323, 2025 High School Bond
Projects, RFP# 2526-05), the legal entity with whom District would contract for GC/CM Services,
the person authorized to execute a contract for that entity, and acknowledgement of addenda,
if any. Explain why you are interested in the particular project(s), highlight three reasons why
your firm is uniquely qualified to serve District as the GC/CM for the Project, and summarize
what you hope to accomplish for District and the community in the development of the Project.
The Letter of Interest may also contain information not provided elsewhere in the submittals.
9.2 Qualifications of the Firm (10 points):
Provide a brief description of the history and capabilities of the firm. Describe types of projects
or services the firm normally performs and the relative dollar value of each. If the firm is a joint
venture, describe the component parts and indicate where the partners have had experience
working together. Emphasize K-12 projects. Include a list of all claims the firm has submitted in
Washington within the last five years.
9.3 Ability of the Firm's Professional Personnel (15 points):
Describe the proposed Project Team(s), including team members, the organization, and the
responsibilities of each team member.
Provide an organization chart showing the staffing proposal for the key individuals assigned to
the Project Team(s). Prepare a separate listing for the preconstruction and construction phases.
At a minimum, identify the corporate executive dedicated to the assignments, the project
manager(s), the superintendents, the estimator(s), procurement manager(s), the
preconstruction services manager(s) (if different from the project manager), the scheduler(s),
the person(s) responsible for outreach, and the safety officer(s). List the title of the position,
the name and qualifications of the individuals to be assigned, the hourly rate to be charged for
work performed by the individuals during preconstruction and for Negotiated Support Services,
and the extent of involvement of the individuals assigned during each phase of the Project
(preconstruction, subcontract buyout, and construction) expressed as a percentage
(100% = full time).
Include resumes with the history of employment, education, work experience, length of time
with the firm, and any other information the selection committee might find useful in
evaluating the qualifications and abilities of the individuals nominated, including, but not
