INVITATION FOR BIDS (IFB)
Dawes Avenue Garage Entrance Ramp
Ramp February 11, 2020
Sealed bids are invited for the demolition of a vehicular ramp and the construction of a new vehicular
ramp at the existing garage located at Dawes Avenue, Northern Virginia Community College, Alexandria
Campus. The projects is generally described as the demolition of existing ramp and associated repairs upon
removal and the construction of new ramp and associated site-work.
Sealed bids will be received at Northern Virginia Community College Facilities Planning and Support
Services 8333 Little River Turnpike CW Building Room 312 Annandale VA 22003. The deadline for
submitting bids is 2:00 P.M. sharp, as determined by the Bid Officer, on March 12, 2020. The bids will
be opened publicly and read aloud beginning at 2:00 P.M., on March 13, 2020 at the same location.
Commonwealth of Virginia Standard Bid Bond (Form CO-10.2) is required. Standard Performance
Bond (CO-10) and Standard Labor and Material Payment Bond (CO-10.1) will be required for this
eVA Vendor Registration: The bidder or ofteror shall be a registered vendor in eVA.
Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are
contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error
in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of
Virginia. The Owner reserves right to reject any or all bids.
A pre-bid conference will be held at the Northern Virginia Community College, Alexandria Campus in the
Maintenance (AM) Building Conference Room at 10:00 am on February 24, 2020. Attendance is optional
for those submitting a bid. Parking is available on campus. Visitors may park in visitor sections or

The contract shall be awarded on a lump sum basis as follows:
The Total Base Bid Amount including any properly submitted and received bid modifications.
Contractor registration in accordance with Section 54.1-1103 of the Code of Virginia, is required. See the
Invitation for Bids for additional qualification requirements.
Under Executive Order 20, July 22, 2014, Cabinet Secretaries and all executive branch agencies are directed
to continue and advance the following on a race and gender neutral basis: Exceed a target goal of 42% of
discretionary spending with small businesses certified by DSBSD.
