Procedure used to solicit and award contract: This notice is in support of a contemplated Small Business Set-aside Request for Proposal (RFP).
Description:
This project is a competitive Small Business Set-aside Request for Proposal for the removal of existing pavement and parking areas, enlarging and widening the existing highway ingress/egress route and paved loop (27N35), and providing additional paved parking for 6 trailer spaces, 6 passenger vehicles and 1 accessible parking space.
Project work shall include removal of existing pavement and parking areas, enlarging and widening the existing paved loop (27N35) and parking areas, removal and reconstruction of an accessible walkway leading to two vault toilets, and construction of an accessible walkway connecting parking to the accessible walkway leading to two vault toilets.
All construction is to be performed by a firm with specialized expertise in similar road work. The contractor shall ensure that all work complies with applicable federal rules and regulations.
Contractor shall be responsible for calling 811 prior to ground disturbing activities to verify utilities.
The Contractor shall be responsible for all necessary permits needed to facilitate work, including but not limited to permits required by Caltrans for traffic control and safety while working adjacent to Highway 89.
Each bid item should be as a turn-key operation, meaning all incidental costs including, but not limited to, mobilization, labor rates and costs, material purchases, disposal costs, permits, and all other items necessary to accomplish project goals should be incorporated into unit cost. No additional cost allowances shall be made.
Place of contract performance: This project is in Plumas County, California. The work site is at the USFS Almanor Picnic Area, (40°12'58.48"N, 121°11'26.31"W ) is 7.2 miles from Chester, CA.
