INVITATION TO BID
Sealed bids will be received by CITY OF ELBERTON, GA for the construction of WATER
SYSTEM IMPROVEMENTS - 2026 GALVANIZED MAIN REPLACEMENT at 203 Elbert
Street, Elberton, GA 30635 until 10:00 AM local time, on July 30, 2026 and then at said time and
place publicly opened and read aloud.
The Work includes installing approximately 15,000 LF of water main, reconnecting and relocating existing
meters and all related appurtenances.
Payment for the Work will be made periodically on the basis of Contractor's Applications for Payment
processed by the Engineer.
The CONTRACT DOCUMENTS may be examined at the following locations:
City of Elberton, GA 203 Elbert Street, Elberton, GA 30635-0070 (Owner)
DCCM, 6059 Boylston Drive, NE, Sandy Springs, GA 30328 (Engineer)
Copies of the Contract Documents may be obtained at the office of DCCM, 6059 Boylston Drive, NE, Sandy
Springs, GA 30328, (404) 255-2650, until 48 hours before the bid opening for $200 per set, which is
nonrefundable.
An optional Pre-Bid Conference will be held at 203 Elbert Street, Elberton, GA 30635 on July 15, 2026 at
10:00 AM local time. The purpose of the Pre-Bid Conference is to provide information regarding right-
of-way concerns and the sensitivity of the project, as well as address any questions.
Bids must include a Bid Bond in an amount of not less than five percent (5%) of the total amount bid. All bonds
must be countersigned by a Georgia Resident Agent. A Performance Bond in the amount of one hundred percent
(100%) of the amount of the bid and a Payment Bond in the amount of one hundred percent (100%) of the
amount of the bid must be furnished by the successful bidder.
Bidders must comply with Executive Order No. 11246 as amended, entitled "Equal Employment Opportunity"
and with the Copeland Anti-Kickback Act (18 U.S.C. 874) as supplemented in Department of Labor Regulations
(29 CFR, Part 3).
Bidders must comply with all provisions of the "Georgia Security and Immigration Compliance Act" of 2007.
Bids must include completed Federal Work Authorization Forms as shown in Section CM1.
This is a GEFA project using the Federally Assisted State Revolving Loan Fund. The Successful Bidder
must comply with DBE & EEO requirements; Davis Bacon and Related Acts; Wage Rate
Determinations; and EPA Consolidated Appropriations Act 2014 that includes an American Iron & Steel
requirement; and Build America, Buy America (BABA) Act requirements.
The right is reserved by the Owner to delay the award of the Contract for a period not to exceed sixty (60) days
from the date of opening of the bids, during which time bids shall remain open and not subject to withdrawal.
The right is also reserved to reject any and all bids and to waive any and all technicalities or informalities.
