1.0 Introduction
The City of Gallatin Parks and Recreation Department is seeking Concession Services
Bids. Responses are to be submitted no later than Friday, March 20, 2026 @ 2:00pm in
a sealed envelope clearly identified Concession Serviceswith due date and time
marked on outside of envelope.
2.0 Contractor Requirements and Responsibilities
Menu items and prices must be approved by the City prior to the Contractor beginning
service. All items on menu are required to be served during league play well as
tournaments. Any additional menu items added by Contractor during this agreement must
be approved by the City prior to being served. The City also reserves the right to specify
a certain drink company.
All food Handlers are required to wear sanitary gloves while handling food.
Contractors must adhere to all Health Department regulations and standards. If these
regulations are not met, the Health Department can and will close the operation of the
concession stand and all fees paid under the Agreement will be forfeited. The cost of the
Health Department permit must be paid directly to the Health Department by the
Contractor. It is the responsibility of the Contractor to contact the Health Department and
receive a copy of their regulations for compliance.
The City will furnish the concession stand, a griddle, basic utilities, trash cans, and trash
pickup. All other items needed for operation will be furnished by the Concessionaire.
Contractor must be prepared to open concession stand seven days/evenings as dictated by
league schedules and special events. Contractor will open concession stand at least sixty
minutes (1 hour) prior to the start of all scheduled events. Facilities will remain open
through all events and close when events are completed. If business is slow, concession
stand may close thirty (30) minutes prior to the end of game of the night, and the
designated Parks and Recreation representative must be notified. Concession stand
windows should be opened and operable when necessary.
The minimum months of operation are April 2026 through November 2026.
Contractor may be required to provide satellite locations during tournaments that are
deemed district, state or regional tournaments. The number of satellite locations will be
determined by the size of each tournament. This will be discussed between the Parks and
Recreation Department prior to tournament, and a calendar of tournaments will be
provided. Proper signage must be present and noticeable, designating the satellite
location as a concession stand.

Each concession stand is equipped with 110/20v electrical services. Any specialized
adaptors are the responsibility of the Contractor. Electricity is limited and any Contractor
in violation of this allowance will be fined $100 each time department electrician has to
replace breakers, etc. To add additional amperage, prior approval must be obtained by the
Parks and Recreation Department. Any additional cost associated with installation of
additional electric will be at the Contractors expense.
The Parks and Recreation Department reserves the right to bring in specialized
Contractors for special events to sell certain items. In return, the concessionaire may not
deviate from the original menu without prior approval from the department.
The menu with price list and concessions information is the only signage permitted in the
concession area. Any signage must be approved by the Parks and Recreation Department
before posting.
Contractor must agree to keep areas immediately around concession stand free of ALL
trash. This task must be performed every evening/night and periodically throughout each
day and evening of operation.
Outside grills must be used only in grassy areas far away from the public traffic areas and
must have something underneath to catch oil/debris. Grills are never to be placed on
concrete or pavement areas. No grease or charcoal may be disposed of in trash containers
or on the ground at any time.
This is a family-oriented complex, so Contractor will be expected to behave in a
respectful manner. No foul language or derogatory actions/comments will be permitted;
to include, but not limited to, wearing of offensive clothing or accessories. Violators will
be asked to vacate the premises immediately. Additionally, Contractor is responsible for
any damages caused by themselves and/or their employee to patron, other employee
and/or the event.
Contractor must be prepared to accommodate patrons that may be physically challenged.
Please have a staff member prepare to step outside the stand to take their order or to serve
them if necessary.
Contractor agrees to submit concession stand operators name, address and social security
numbers for background checks. Cost associated with background checks will be the
responsibility of the Contractor. If Contractor chooses to obtain background checks for
operator, a copy must be submitted to the Parks and Recreation Department before they
start work.
Contractor is subject to supervision of the Parks and Recreation Department and must
abide by applicable City guidelines. Contractor must agree to provide a minimum of two
contact numbers to City representatives to be contacted. Contractors are not allowed to
sell any type of T-shirts, caps, glow sticks, etc. from the concession stand.

No alcohol or tobacco products are permitted to sale, nor is alcohol or tobacco product
solicitation of any kind allowed. All complexes are smoke-free facilities.
Contractor agrees not to carry or possess firearms on premises.
Contractor will adhere to all Gallatin Fire Department and/or Gallatin Building Codes
regulations. If these regulations are not met, the Gallatin Fire Department and/or Gallatin
Building Codes can and will close the operation of the concession stand and all fees paid
under this Agreement will be forfeited. Contractor is responsible for contacting the
Gallatin Fire Department for a list of all applicable regulations. The Gallatin Fire
Department and/or Gallatin Building Codes have the right to inspect the concession
stands at any time.
City employees are not employees for the Contractor; therefore, City employees cannot
be utilized by the Contractor while they are on City time. This includes, but is not limited
to, maintenance workers and facility managers.
The Contractor, at its sole cost, shall keep the concessions area clean and neat at all times
including fumigating, disinfecting and deodorizing. City personnel have the right to
monitor and inspect operations of Contractor, and the concession stands at any time for
the purpose of checking cleanliness, customer public relations, hours of operations, attire
and demeanor of staff, or any other reason deemed necessary by the Parks and Recreation
Department.
This Contract does not include vending at other City Park facilities or special events,
other than Triple Creek Park as specified herein.
Tip jars are strictly prohibited.
Performance Deposit of $600.00 will be required and held until termination of the
contract. Forfeiture will occur if proper notice of intent to terminate is not received by
contract.
3.0 Payments and Financial Reporting
Contractor is required to pay a monthly license fee, please indicate the amount

Payment shall be made on a monthly basis to the Parks and Recreation Department.
Payment for the previous months fee must be received by the 5th business day of the new
month. Monthly fee will be prorated for partial months and will not be due for months
when concession stands are not in use.

4.0 Evaluation of Proposals
Response will be based on the following factors:
Completeness of response
Contractor track record, including references
Quality of service and performance
Monthly fee
5.0 Contract Award
The City of Gallatin reserves the right to reject any or all proposals and to waive
any informality found therein. The City of Gallatin will award a contract based on
evaluations described above. Contract pricing is good for one (1) year and may be
extended in one (1) year increments up to three (3) years if both parties agree to
contract pricing.
