The City of Edgewater has issued this Invitation to Bid (hereinafter, “ITB”) with the sole purpose and intent of obtaining bids from qualified and licensed State of Florida Contractors to provide all permits, insurance manpower, material and supervision for the G2-G11 Canal Improvement Project Construction of Group A project.
The project as more fully described in the attached plans, focuses on preventing backflow and expanding the stormwater capacity of the G-2 and G-11 canal service areas. Improvements include culvert improvements, backflow prevention, flood storage augmentation, flow equalization and additional gravity flow outfall(s), etc. The CITY is to implementing the project in a phased approach with proceeding with the design and permitting of the Group A improvements listed below:
• Backflow Protection on G2 and G11 at/near 10th Street Canal
• N Old County/Edgewater Storage/Pearl Street Connection
• Storage Facility at 135 Wildwood Avenue
• Storage Facility at 310 Canal Road
• G2 Maintenance/Widening of select lengths
These Group A improvements will address existing conveyance in efficiencies and limited basin formal storage utilizing existing City owned (or currently being acquired) lands to maximize the conveyance and storage abilities of the system.
A unit price bid of $0.00 for any line item within a category for which the bidder has supplied other non-zero amounts will be assumed to be a non-bid for that item. With the exception explicitly listed in Category 1 below, Bidders should be aware that ALL ITEMS within a category of work should be included in their bid in order to be deemed a responsive bidder.
The city serves an area of 24.83 square miles with a population of approximately 23,319. The City’s fiscal year begins on October 1st and ends on September 30th. The Finance Department maintains the funds and accounts of the City. The Finance Department is responsible for the custody and accounting of funds of each department.
Under the State of Florida, FloridaCommerce Agreement No. IR024 executed on June 27, 2022, the City of Edgewater was awarded Community Development Block Grant Mitigation (CDBG-MIT Subgrant Agreement IR024) funds of $14,697,665.00 by FloridaCommerce for the improvements to the G-2 and G-11 canals. The G2 and G-11 canal drainage basin is approximately 350 acres of urbanized low elevation areas that are prone to flooding. During hurricane events when there is heavy rainfall and a significant tidal surge, backflow from the Indian River through the Gabordy Canal prevents the G-2 and G-11 canals from effectively preventing flooding in the service area. When the canals are unable to properly drain the service area, floodwaters damage homes and create the risk of permanent housing loss.
