The Naval Sea Systems (NAVSEA) Command intends to award the FY25 Tactical Trainer/Simulator requirement for the Littoral Training Facility (LTF) Pacific on a sole source basis to Kongsberg Defense and Aerospace (KDA) in Kongsberg, Norway. The proposed contract action is for the integration of the Naval Strike Missile (NSM) trainer into the Integrated Tactical Trainer (ITT) at Littoral Training Facility Pacific and is comprised of hardware, software, and documentation for use on the ITT. The FY25 Tactical Trainer/Simulator requirement would be awarded under the existing Over-The-Horizon Weapon System (OTH-WS) Contract N00024-25-C-5434, which contains scope for this effort.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals; however, information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses to this notice must be received by 5:00PM EST on 20 December 2024. Responses shall be submitted via email to the Contract Specialist, Danene Henry (danene.l.henry.civ@us.navy.mil), and Contracting Officer, Brittany Burton (brittany.m.burton4.civ@us.navy.mil).
