PennBid is the online bidding platform utilized by the College for this RFP. All bidder proposal documents can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/.
Instructions regarding registration or use of the site may be answered by using the resource link, which can be found on the PennBid home page https://pennbid.net/ or contact PennBid at info@PennBid.net. Please be sure to review the PennBid Vendor Terms and Conditions in its entirety before using the platform, especially the section on Fees and Payments.
Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the
"Ask A Question" feature in PennBid no later than seven (7) business days prior to the date for
receipt of bids. Responses to questions which require an addendum or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted. Note that only written information supplied to Proposers, including responses to
questions regarding the RFP should be used in preparing proposals. Any and all other contacts
or information received regarding the subject prior to the release of this RFP should be
disregarded in preparing responses and may not be relied upon
Sealed bids for the above must be received as a MULTI PRIME CONTRACT BID by the
Reading Area Community College, Kenneth Dearstyne, Senior VP Financial and
Administrative Services at 10 South Second Street, Reading, PA 19602 electronically via the
PennBid portal (https://pennbid.bonfirehub.com/) by 12:00 PM, prevailing time
on 09-23-2025. At that time, a summary of bids received will be displayed on PennBid
immediately after bid opening. Bids will only be accepted through PennBid. Neither
Reading Area Community College, nor Spiezle Architectural Group, Inc. will accept bids
submitted in any manner other than PennBid. No bid may be withdrawn for a period of
sixty (60) calendar days from the opening of the bids.
Neither the Owner, nor the Architect will assume any responsibility for bids mailed or
misdirected in delivery. No bid may be withdrawn for a period of sixty (60) calendar days from
the opening of the bids.
The Owner reserves the right to reject all bids pursuant to applicable law and waive any minor
immaterial informalities in the bidding process in accordance with the law. The Contract, if
awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all
material respects to the bid requirements. No bid shall be deemed accepted until the adoption
of a formal resolution by the Owner.
