FY 2026 SIGNAGE & STRIPING IMPROVEMENTS
ADVERTISEMENT FOR BIDS
PART 1 GENERAL
1.01. COMPETITIVE COST SEALED BIDS
Sealed Bids for the construction of the FY 2026 Signage & Striping Improvements will
be received, by City of Pineview, at 121 East Commerce Street, Pineview, GA 31071,
until 11:00 AM, Tuesday, June 16, 2026, local time, at which time the Bids received will
be publicly opened and read. No bid may be withdrawn after the closing time for receipt
of bids for a period of sixty (60) days.
1.02. CONTRACTOR LICENSE
Any Contractor submitting a bid must be a pre-qualified Georgia Department of
Transportation Contractor or a registered Georgia Department of Transportation
Subcontractor. License numbers must be written on the face of the bid envelope. No bid
will be opened unless the license number is clearly shown. See Instructions to Bidders for
additional bidding requirements.
1.03. SCOPE OF WORK
The work to be done shall consist of furnishing all labor, materials and equipment
necessary to construct the proposed FY 2026 Signage & Striping Improvements as
shown on the construction drawings. In general, construction consists of replacing
roadway signs, street signs, and re-striping to 2 city streets and all associated measures for
the complete project. Time allotted for completion of work is 90 consecutive calendar days
to substantial completion. Work shall be complete and ready for contract close-out with
120 consecutive calendar days. All work shall be completed in accordance with the plans
and specifications. The work will be awarded in one (1) Contract.
1.04. PLANS AND BIDDING DOCUMENTS
Copies of Bidding Documents for bidding purposes can be obtained from Watkins &
Associates, L.L.C., 1606 Whiddon Mill Road, Tifton, Georgia 31793, Phone: (229) 388-
8823, (Office of the Engineer) upon payment of $300.00 for each set (non-refundable).
Prospective Bidders may examine the Bidding Documents at the FY 2026 Signage &
Striping Improvements, located at 121 East Commerce Street, Pineview, GA 31071 or
at Watkins & Associates, LLC on Mondays through Fridays between the hours of 8 A.M.
and 5 P.M. Upon request and receipt of the document payment indicated above, Watkins
& Associates, LLC will transmit the Bidding Documents via delivery service. The date
that the Bidding Documents are transmitted will be considered the prospective Bidder's
date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be
available from the Engineer. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including Addenda if any, obtained from sources other
than the Office of the Engineer.

1.05. REQUESTS FOR INFORMATION
Plan holders list, addenda and bid results are available at www.watkinseng.com.
1.06. PREQUALIFICATION OF BIDDERS
Prequalification may be required of Bidders prior to the award of contract. At the Owner's
request, detailed written evidence such as financial data, bonding capacity, previous
experience, present commitments, and other such data may be necessary to assist Owner
in determining Contractor's qualifications shall be provided per the Instructions to Bidders
contained in the contract documents.
1.07. BONDS
All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an
amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety
company licensed in Georgia with "A" minimum rating performance and financial strength
of at least five (5) times the contract price as listed in the most current publication of "Best's
Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will
be required to furnish a Performance Bond and Payment Bond, each in the amount of one
hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury
Department's most current Circular 570 Listing. Each Bond shall be accompanied by a
"Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to
include the date of the bond.
1.08. GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Pineview
must register and participate in the federal work authorization program commonly known
as E-Verify, or any subsequent replacement program, to verify the work eligibility
information of new employees. In order for a Bid to be considered, it is mandatory that the
Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted
with the Bid.
1.09. FUNDING SOURCES
Any Contract or Contracts awarded under this Advertisement for Bids will be funded by a
grant from the Local Maintenance & Improvement Grant (LMIG).
1.10. RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of
the Project to make an award to that Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent
standard or criteria established by the Owner. Owner reserves the right to waive
informalities and to re-advertise.
