INVITATION TO BID
CITY OF GAINESVILLE, GEORGIA
SEPARATE SEALED BIDS for furnishing all materials, labor, tools, and equipment, and appurtenances
necessary for the FY 2026 Sanitary Sewer Improvements Project will be received by the City of
Gainesville, at the Department of Water Resources (DWR) Engineering and Construction Services
Division at the DWR Administration Building, 757 Queen City Parkway, 1st Floor, Gainesville, Georgia
30501, until 2:00 p.m., local time, on Thursday, March 19, 2026.
A date/time stamp located at the Reception Desk, 1st Floor of the DWR Administration Building, will
determine the time of receipt. Bids received after the deadline will not be considered and will be returned
unopened after the Bid is made. Unsealed Bids, including facsimile Bids, will not be considered only bid
documents from previously pre-qualified bidders will be opened. Only bid documents from previously
prequalified bidders will be opened.
The Bidder shall provide name and utility contractor license number on the outside of a sealed envelope.
Any Bid submitted which does not contain the above information will not be opened and will be returned
to the Bidder. The Bids will be publicly opened and read aloud at 2:05 p.m., local time, on said date, in
the DWR Administration Building, 3rd Floor Conference Room, Rm. No. 305, 757 Queen City Parkway,
S.W., Gainesville, Georgia 30501. It is the responsibility of the person/firm submitting a Bid to ensure
that it is received at the physical address of the DWR Administration Building prior to the stated deadline.
THE PROJECT consists of the following major elements:
Furnishing all materials and equipment and performing all labor necessary for
replacing-in-place approximately 1900 LF of 18-inch, and 775 LF of 21-inch PVC
pipe sanitary sewer main. The installation of 1150 LF of 8-inch PVC pipe sanitary
sewer main; including 15 manhole structures, by-pass pumping system the
installation of 460 LF 12-inch DIP water main including water main accessories and
460 LF of 12-inch PVC pipe for sanitary sewer, including 4 manhole structures and,
with and all other necessary and required appurtenances.
THE WORK will be awarded in one Contract.
PRE-QUALIFICATION OF BIDDERS Only Bids submitted by the City's previously pre-qualified
Bidders will be opened.

COPIES OF the Plans and Contract Documents may be obtained after Wednesday, January 28, 2026 at
the Gainesville Department of Water Resources Engineering & Construction Services Division Office,
757 Queen City Parkway, 2nd Floor, Gainesville, Georgia 30501. There is no cost for said contract
documents to be emailed. Please request an electronic copy at bsmith@gainesvillega.gov. The cost for
said printed documents is $50.00, non-refundable, per hard copy. All checks should be made to City of
Gainesville. Street address, phone, fax number of your company and a FedEx account number must be
provided to ensure prompt delivery
PRE-BID CONFERENCE A Mandatory Pre-Bid Conference will be held for all Bidders on
Thursday, February 5, 2026 at 2:00 p.m. in the Department of Water Resources Engineering &
Construction Services Division Department, 3rd Floor Conference Room, Rm. No. 305, 757 Queen City

Parkway, 3rd Floor, Room 305, Gainesville, Georgia. Only Bidders in attendance for the entire
meeting will be allowed to bid the Project.
PRE-CONSTRUCTION CONFERENCE A Pre-Construction Conference will be scheduled with the
successful Bidder prior to issuance of the Notice to Proceed.
A BID BOND in the amount of five percent (5%) of the total base bid shall accompany each Bid
submitted. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract Documents or
a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety
thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of
U.S. Treasury Circular 570.
THE SUCCESSFUL BIDDER for this Contract will be required to furnish a satisfactory, complete
Performance Bond and Payment Bond each in the amount of one hundred percent of the Bid and liability
insurances per Section 00 73 16 Insurance Requirements.
THE OWNER reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
CLARIFICATIONS
Any explanation desired by Bidder regarding the meaning or interpretation of the revised Contract
Documents shall be requested in writing by 5:00 p.m. on Thursday, March 5, 2026. All inquiries shall
be directed to Ben Smith, Email: bsmith@gainesvillega.gov. Any information given to a prospective
Bidder concerning the Contract Documents shall be furnished to all known prospective Bidders as an
amendment to these documents. Oral explanations or instructions given prior to award are not binding.
ACKNOWLEDGEMENT OF AMENDMENTS
Receipt of any amendment to this Invitation to Bid shall be acknowledged, in writing, and shall be
submitted with the Bid.
TAXES
The Contractor pays all sales, consumer, use and other similar taxes required by the law of the place
where the Work is performed.
PUBLIC RECORDS Any information contained in this bid is subject to public disclosure.
