Description

The Department of Veterans Affairs (VA) is releasing the attached Consolidated Request for Information (RFI) Frequently Asked Questions (FAQs) document for the FY26 Recompete of the Electro‑Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. The attached FAQ document consolidates all questions submitted by industry respondents following the VA’s RFI notices issued on January 20, 2026, and June 25, 2026, and provides the Government’s official responses.



The purpose of this FAQ is solely to share the outcomes of the Government’s market research effort conducted in accordance with FAR Part 10 and the communication principles outlined in FAR 15.201(e). These responses are informational in nature and are not to be construed as direction, evaluation criteria, commitments, or representations on behalf of the VA. The FAQ does not amend or supersede any future solicitation requirements. All final, binding specifications, CLIN/SLIN structures, Minimum Technical Requirements (MTRs), certifications, submission instructions, and evaluation criteria will be published exclusively in the formal solicitation issued through SAM.gov, in accordance with FAR Part 5 and VA acquisition policy.



The VA appreciates the valuable feedback received from industry partners during the market research phase of this acquisition. This information assisted the VA in refining technical requirements, validating commercially available capabilities under NAICS Code 334510, and shaping a procurement strategy aligned with clinical needs, market conditions, regulatory compliance (e.g., including BAA/TAA considerations), and the operational requirements of the VA’s Denver Logistics Services (DLS).



The Government encourages all interested and responsible prospective Offerors to continue monitoring SAM.gov for the forthcoming solicitation and any future presolicitation updates on this procurement program. The VA doesn’t intend to issue any additional updates or guidance on this procurement program outside the formal solicitation release but reserves the right to do if needed.
